«Og gode liv betyr at vi har god klima- og miljøpolitikk» En diskursanalyse av klimapolitikk og -tiltak i Ullensaker og Lillestrøm

Abstract

Den kompakte byen blir presentert som en cure-all innenfor bærekraftig byutvikling, med konsekvenser som er positive både for miljøet, folkehelsa, arealbruk, biodiversitet, vern av matjord og en by med større variasjon i sosiodemografi (Westerink et al., 2013, s. 474–475, i Kjærås, 2021, s. 1178). Men hvilke konsekvenser har dette nærmest ensidige fokuset på byen som klimaløsning på lokalsamfunnene som finnes utenfor byene i Norge? I kommuner som Lillestrøm og Ullensaker har utviklingen av kommunesentrene i en kompakt by-retning ført til at de som bor utenfor sentrum blir mer avhengige av å transportere seg hit. Med andre ord påvirkes også de som bor utenfor sentrum, på bygda og i mindre tettsteder, også av endringsprosesser som skjer i kommunesentrene i Lillestrøm og Jessheim (Enger, 2021). Hvordan stiller kommunens administrasjon seg til dette? Johanne Heen Engers rapport fra 2021 viser at administrasjonen i liten grad har inkludert denne befolkningsgruppen i planprosessene i sentrumsutviklingen av disse byene. I min egen rapport fra 2022, som undersøker folkevalgtes i de to kommunenes meninger om folk på bygda, viser det seg at folkevalgte lar seg påvirke av egne meninger og erfaringer når de tar politiske beslutninger. I denne oppgaven undersøker jeg hvilke forforståelser de folkevalgte har om folk på bygda og om de er påvirket av det jeg har identifisert som en diskurs om byen som en løsning på klimakrisa. Funnene viser at de har både implisitte og eksplisitte meninger om folk på bygda, og flere av dem har også ‘godtatt’ forestillingen om byen som løsning.

The compact city is presented as a cure-all within sustainable urban development, with consequences that are positive both for the environment, public health, land use, biodiversity, protection of topsoil and a city with greater variation in socio-demographics (Westerink et al., 2013, p. 474–475, in Kjærås, 2021, p. 1178). But what consequences does this almost one-sided focus on the city as a climate solution have on the local communities that exist outside the cities in Norway? In municipalities such as Lillestrøm and Ullensaker, the development of the municipal centers in a compact urban direction has led to those living outside the center becoming more dependent on transport here. In other words, those who live outside the city centre, in the countryside and in smaller towns, are also affected by change processes taking place in the municipal centers in Lillestrøm and Jessheim (Enger, 2021). How does the municipality's administration approach this? Johanne Heen Enger's report from 2021 shows that the administration has to a small extent included this population group in the planning processes in the center development of these cities. In my own report from 2022, which examines the opinions of elected officials in the two municipalities about people in the countryside, it appears that elected officials allow themselves to be influenced by their own opinions and experiences when they make political decisions. In this thesis, I examine what preconceptions the elected representatives have about people in the countryside and whether they are influenced by what I have identified as a discourse about the city as a solution to the climate crisis. The findings show that they have both implicit and explicit opinions about people in the village, and several of them have also 'accepted' the notion of the city as a solution.
