Fra ytring til innvirkning : lokalbefolkningens stemmer i en arealkonflikt

Abstract

Denne oppgaven ser på hvordan lokalbefolkningens stemmer har innflytelse på norske distriktskommuners behandling av arealkonflikter. Oppgaven tar utgangspunkt i en konflikt i Kongsvinger kommune, hvor tre investorer har fremmet et forslag om å etablere hotell i byens sentrale park, Byparken. Dette planforslaget har skapt debatt i lokalsamfunnet, og blitt dekket bredt av lokalavisen Glåmdalen. For å studere hvordan innbyggernes stemmer får innvirkning på kommunens behandling av denne arealkonflikten, har jeg benyttet meg av Norman Faircloughs (2003) kritiske diskursanalyse, og hans begrep ‘intertekstualitet’. Kritisk diskursanalyse ser på maktrelasjoner gjennom språk, og kan dermed være et verktøy for å analysere og avdekke skjevhet i maktforhold. Fordi planlegging handler om maktrelasjoner, vil en kritisk diskursanalyse kunne si noe om hvordan innbyggernes stemmer blir ivaretatt i en planprosess. Gjennom analysen har jeg kartlagt den lokale debatten som har utspilt seg i lokalavisen, og sett at den i hovedsak handler om plasseringen av det foreslåtte hotellet i Byparken. Videre viser analysen at innbyggernes stemmer ikke er homogene, men grovt kan deles opp i de som ønsker hotellforslaget i Byparken velkommen, og de som ikke ønsker dette. Deretter har jeg funnet intertekstuelle koblinger mellom innbyggernes stemmer, representert ved hovedargumenter, og kommunens saksdokumenter. Disse intertekstuelle koblingene viser at kommunen er klar over at det er en lokal debatt rundt planforslaget og hotellets foreslåtte plassering. Dette kan tyde på at kommunen lytter, men likevel ikke tar debatten. Basert på mine funn ser det ut til at befolkningens stemmer i liten grad har innflytelse på kommunens behandling av planforslaget.

This thesis looks at how the local population's voices influence the Norwegian district municipalities' treatment of land conflicts. The thesis is based on a conflict in Kongsvinger municipality, where three investors have put forward a proposal to establish a hotel in the city's central park, Byparken. This plan proposal has created debate in the local community and has been widely covered by the local newspaper Glåmdalen. To study how citizens' voices affect the municipality's treatment of this land conflict, I have used Norman Fairclough's (2003) critical discourse analysis, and his concept of 'intertextuality'. Critical discourse analysis looks at power relations through language and can thus be a tool for analyzing and uncovering biases in power relations. Because planning is about power relations, a critical discourse analysis will be able to say something about how the citizens' voices are taken care of in a planning process.

Through the analysis, I have mapped the local debate that has taken place in the local newspaper and seen that it is mainly the location of the proposed hotel in Byparken, which leads to discussion. Furthermore, the analysis shows that the inhabitants' voices are not homogeneous but can be roughly divided into those who welcome the hotel proposal in Byparken, and those who do not. I have then found intertextual links between the citizens' voices, represented by main arguments, and the municipality's planning documents. These intertextual links show that the municipality is aware that there is a local debate around the plan proposal and the hotel's proposed location. This may indicate that the municipality is listening, but still not taking the debate. Based on my findings, it seems that the population's voices have little influence on the municipality's processing of the plan proposal.
