Barrierer og suksessfaktorer i Bypakke Tønsberg-Regionen

Abstract
Store infrastruktur prosjekter preges av lange prosesser og mange hensyn som skal ivaretas, så det er vanlig å møte på noen utfordringer i løpet av arbeidet. Slike utfordringer er en sentral faktor for hvorfor tiltak ikke blir iverksatt, så det som da er viktig er hvordan man forholder seg til utfordringene og hvordan de håndteres. Dette så Nordlandsforskning på en rapport om «Barrierer mot mer bærekraftig mobilitet», der de undersøkte hvilke barrierer som ble identifisert hos tre case-byer; Bergen, Trondheim og Bodø. Alle byene har hver sin belønningsordning, så barrierene ble sett i lys av disse. Nordlandsforskning identifiserte syv barrierer: kulturelle, politiske, juridiske, organisatoriske, kunnskapsrelaterte, økonomiske og teknologiske. Hvilke barrierer som var mest fremtredende varierte med byen.
For å bygge videre på disse funnene, så ble en annen belønningsordning sett på i lys av disse barrierene. Bypakke Tønsberg-regionen har ikke kommet like langt som de tre case-byene og har dermed barrierer som treffer på en annen måte. For denne bypakken er den politiske barrieren den største barrieren, i form av et politisk skifte og endringene det medførte. Skiftet førte til en stagnering i prosjektet, på grunn av ønske om å endre hovedprosjektet. Utenom dette er kunnskapsrelaterte barrierer betydelige i form av medvirkning, i likhet med case-byene. For å overkomme disse barrierene så kan strategisk kommunikasjon, bedre utnyttelse av mulighetsvinduer, og åpne og fleksible forhandlinger være noen av strategiene som kan hjelpe.
Den viktigste suksessfaktoren for Bypakke Tønsberg-regionen er en god prosjektleder som har god forståelse for det politiske spillet. Large infrastructure projects are characterized by long processes and many considerations to be attended to, so it is common to face some challenges during the work. Such challenges are a key factor in why measures are not implemented, it is therefore important to be aware of how to deal with the challenges and how to handle them. Nordlandsforskning investigated this in their report on "Barriers to More Sustainable Mobility", where they examined what barriers were identified in three case cities: Bergen, Trondheim and Bodø. Every city has its own ‘reward scheme’, so the barriers were considered based on these reward schemes. Nordlandsforskning identified seven barriers: cultural, political, legal, organizational, knowledge-related, economic, and technological. Which of the barriers that were most prominent varied with the city.
To build on these findings, another reward scheme was looked at considering these barriers. The City Package of Tønsberg region has not come as far as the three case cities and thus has barriers that affect them in a different way. For this city package, the political barrier is the biggest barrier, in the form of a political shift and the changes it entailed. The shift led to a stagnation in the project, due to the desire to change the main project. Other than this, the knowledge-related barriers are significant in terms of participation, as were found in the case-cities. To overcome these barriers, strategic communication, better utilisation of opportunity windows, and open and flexible negotiations are some of the strategies that can help.
The main success factor for the City Package of Tønsberg region is a good project manager who has a good understanding of the political game.
