Norwegian authorities have indicated that they are working for a introduction of
passive house as a regulatory requirement for buildings in 2020. This is a result of the
international focus on energy efficiency in the construction industry, and Norway has
committed itself to implement major cuts through the climate settlement. This has led
to more frequent updates of the technical regulations which, among other things,
contain provisions on energy consumption in new buildings. The authorities have also
introduced funding schemes and energy labeling of buildings in order to motivate to
energy-reducing measures.
Passive houses are tight and well insulated buildings with minimal space heating
needs. They have thoughtful solutions for air sealing and reduction of thermal
bridges. The requirement for execution and control increases because it is important
to have an air tight structure. I have reviewed all the main parts of the building and
looked at how they have to be done to achieve the right quality. Because the houses
are very airtight the ventilation and sun protection is important aspects for achieving a
good indoor comfort.

Solar heating or other forms of heating water is
suitable for both space heating and hot water consumption. Water has the great
advantage that it is easy to use several different heat sources, this provide increased
flexibility.
Many of the major energy initiatives are made already in the planning phase. There is
much to be gained by thoughtful placement on the property and a good floor plan.

Errors can be reduced during design and
on construction site by means of proper information flow and detailed models or
drawings.
In a small case, I have chosen to calculate how the building form and organization
may affect positively to reduce heat loss to the surroundings. I have also done calculations on how the thickness of insulation affects the U-value and how much it is
appropriate to raise this in relation to the contribution it will give a better U-value.
Passive houses have created a debate in political and academic communities about
whether it is the right way to solve energy problems in the construction industry. I
have discussed some of the challenges and issues facing society by the introduction of
the passive house standard.
