Sosial bærekraft i eiendomsutvikling.

Abstract

Masteroppgaven med temaet «Bærekraft, eiendomsutvikling og innovasjon» har som hensikt å gi innsikt i hvordan større byggeprosjekter kan utvikles bærekraftig, med en fordypning i det sosiale aspektet.

Studiet tar for seg problemstillingen «hvordan kan eiendomsutvikler benytte seg av dagens verdier i et levekårsutsatt område for å bidra til å styrke samfunnsmessige forhold, og hvordan har de sosiale tiltakene i tidligere områdeløft påvirket samfunnet?» For å gjøre en grundig studie i oppgavens tematikk vil et teoretisk rammeverk presenteres, hvilket videre gir grunnlag i en bred stedsforståelse for valgt område. Studiet har benyttet kvalitativ metode og har valgt ut flere intervjuobjekter med ulike innfallsvinkler rundt studiets tematikk. Videre blir det gjennomført analyse av fire områdeløft som allerede er gjennomført, og deres påvirkning på samfunnet blir undersøkt, for så å diskutere tre forskningsspørsmål som knyttes mot hovedproblemstillingen.

I lys av Groruddalsatsingen blir Linderud i bydel Bjerke nærmere vurdert i andre kvartal 2023. Det tas utgangspunkt i en spesifikk tomt der eiendomsutvikler er i planprosess. Områdeløftene som analyseres er fra ulike byer og gir et godt grunnlag for å ta med seg forskjellige virkemidler som er benyttet suksessfullt, og videre ta med erfaring om effekter som kan ha en negativ påvirkning for samfunnet. Oslo kommune (2023) sin visjon er å ha plass til alle, hvilket både kan gi muligheter og barrierer i en utviklingsprosess med et fokus på det sosiale aspektet av bærekraft.

Med teoretisk grunnlag, en fordypet stedsforståelse for Linderud og flere erfaringer fra tidligere områdeløft gis en grundig diskusjon. Diskusjonen trekker frem sosiale bærekraftige virkemidler som er suksessfullt benyttet tidligere og som kan fungere i valgt område. Analysen viser og at områdeløft ofte fører med seg en prisstigning som er vanskelig å imøtekomme for levekårsutsatte. Samtidig observerer man i dag at etterspørselen er større enn tilbudet på boligmarkedet med framskrivninger om befolkningsvekst fremover i Oslo. Derfor vil diskusjonen videre vurdere stedsidentitet som et viktig element i en slik utviklingsprosess. I siste forskningsspørsmål diskuteres gentrifiseringsprosessens positive og negative sider. Videre vil studie gi anbefalinger på hvordan eiendomsutvikleren kan bistå i planprosess og videre med boligprosjekt som inviterer en god sosial miks på et område som Linderud. Samtidig understreker studiet at dersom Oslo kommune skal ha plass til alle i fremtiden, må nye finansieringsmetoder utvikles og samarbeide må forbedres.

The master's thesis with the topic "Sustainability, Property Development, and Innovation" aims to provide insights into how larger construction projects can be developed sustainably, with a focus on the social aspect.

The study addresses the research question, "How can property developers leverage current values in a socially disadvantaged area to contribute to strengthening societal conditions, and how have the social measures in previous area development initiatives influenced the community?" To conduct a thorough study on the topic, a theoretical framework will be presented, providing a broad understanding of the chosen area. The study has employed qualitative methodology and selected multiple interview subjects with various perspectives related to the study's theme. Furthermore, an analysis of four previously implemented area development initiatives will be conducted, examining their impact on society, followed by a discussion of three research questions linked to the main research problem.

In the context of the Groruddalsatsingen initiative, Linderud in the Bjerke district will be further evaluated in the second quarter of 2023. The study focuses on a specific plot where a property developer is in the planning process. The analyzed area development initiatives are from different cities and provide a solid foundation for incorporating various successful strategies and experiences that may have positive or negative impacts on society. Oslo Municipality's (2023) vision is to provide space for everyone, which can both offer opportunities and present barriers in a development process with a focus on the social aspect of sustainability.

Based on a theoretical foundation, a deep understanding of the Linderud area, and insights from previous area development initiatives, a thorough discussion is provided. The discussion highlights socially sustainable measures that have been successfully utilized in the past and could be applicable in the selected area. The analysis also reveals that area development initiatives often lead to a price increase that is difficult to accommodate for socially disadvantaged individuals. At the same time, it is observed that the demand for housing in the Oslo market currently exceeds the supply, with projections of population growth in the future. Therefore, the discussion further assesses the importance of place identity as a crucial element in such a development process. The final research question discusses the positive and negative aspects of the gentrification process. Additionally, the study offers recommendations on how property developers can assist in the planning process and further contribute to housing projects that foster a diverse social mix in an area like Linderud. However, the study emphasizes that if Oslo Municipality intends to accommodate everyone in the future, new financing methods need to be developed, and collaboration must be improved.
