Politiske rasjonaler bak innføringen av arealnøytralitet i Nordre Follo kommune

Abstract

Denne case studien undersøker Nordre Follo kommunes innføring av arealnøytralitet, med hovedvekt på arealpolitikkens rolle for å bidra til løsninger på klima- og naturkrisen. Gjennom bruk av teorier knyttet til valgforskning og diskurser rundt vekst, grønn vekst og nedvekst, forsøker oppgaven å undersøke og forklare fire av de største posisjonspartiene i perioden 2019-2023 sitt rasjonale bak beslutningen om å innføre arealnøytralitet. Ved hjelp av kvalitative intervjuer og en dokumentstudie av aktørenes partiprogram, plasseres partiene på en politisk grå-grønn akse langs de nevnte vekstdiskursene. Denne aksen brukes deretter som utgangspunkt for å forklare og drøfte det politiske landskapet arealnøytralitet har blitt til innenfor, som tar i betraktning ideologiske skillelinjer og lokale forhold som kan ha bidratt til at Nordre Follo er den første kommunen i Norge som gir arealnøytralitet et forpliktende innhold som legger føringer for lokal arealplanlegging.

This case study examines the municipality of Nordre Follo and the implementation of area neutrality, with a main focus on spatial planning policies’ role in contributing to solutions to the climate and nature crisis. Through theories on electoral research and discourses connected to growth, green growth and degrowth, this thesis makes an attempt to explore and explain four of the biggest parties in the 2019-2023 coalition in the local government’s rationale behind implementing area neutrality. Through qualitative interviews and a document study of the political programmes of these stakeholders, the parties are placed on a political axis between grey and green along the aforementioned growth discourses. This axis is then taken as a starting point to explain and discuss the political landscape area neutrality has been implemented in, and takes into consideration some ideological cleavages and local circumstances that might have contributed to Nordre Follo being the first municipality in Norway giving area neutrality a legally binding content in local spatial planning.
