Gjenåpning av Utsiktskollen i Bogstad skogpark

Abstract

Utsiktskollen er et gjengrodd kulturlandskap i Bogstad skogpark. Området har kulturhistorisk verdi og fredet etter fredningsvedtaket fra 2014: Bogstad gård med plasser og kulturlandskaper. Verdien og kulturhistorien er ikke glemt og Røa Vel, en frivillig organisasjon ønsker å bidra til å åpne opp kulturlandskapet. Formålet med denne oppgaven er å danne en forståelse for hvordan Utsiktskollen gjenåpnes med Røa Vel som initiativtaker og pådriver for gjennomføring av prosjektet. Spesielt med tanke på at det er fredet, og at Oslo kommune eier skogarealet. Bakgrunnen for dette er å lære av Utsiktskollen som er et pågående prosjekt. Samtidig få en bedre oversikt over samarbeid mellom ulike aktører, med hovedfokus på Røa Vel, og finne ut hvilke konsekvenser fredningen har for prosjektet. Til slutt vil anbefalinger for videre skjøtsel komme. Gjennom en kombinasjon av case- og litteraturstudiet skal denne problemstillingen løses: Hvordan gjenåpne Utsiktskollen, et fredet kulturlandskap, og hvordan kan det skjøttes videre? I oppgaven er hovedfokus på Røa Vel som initiativtaker og pådriver for gjennomføring.

Utsiktskollen a viewpoint that is a forgotten cultural landscape with an overgrown vegetation in Bogstad forestpark. It has a value as a culture heritage and is included in the 2014 conservation decision for Bogstad gård with spaces and cultural landscape. The value and culture heritage is not forgotten by Røa Vel. A voluntary organization who wishes to help open the cultural landscape. The purpose of this thesis is to form an understanding for how Utsiktskollen reopens with Røa Vel as initiative taker and instigator for the project execution. Especially since it is protected, and Oslo municipality is owner of the forest area. The background for this is to learn from Utsiktskollen as an ongoing project. At the same time is it to get an overview over the cooperation between different parts, with focus on Røa Vel, and find out the protections consequences has for the project. At last will recommendations for futere care. Through a combination of case- and literature study will this problem: How to open Utsiktskollen, a protected culture landscape, and how should its futere care be? In the thesis is the focus Røa Vel as initiative taker and instigator for the execution.
