Fremtidens hytteutbygging - En diskursanalytisk tilnærming til påvirkningsmekanismer innen fritidsboligutvikling i Vinje kommune

Abstract

I mange av Norges distriktskommuner har fritidsboligutvikling i flere tiår vært kilde til sysselsetting og økonomisk verdiskaping. I møte med interessekonflikter har det imidlertid vokst fram en økende skepsis og misnøye til hytteutbygging.

Oppgavens problemstilling omhandler derfor hvilke mekanismer som har påvirkningskraft på beslutningstaking i forbindelse med hytteutbygging. Problemstillingen belyses med en casestudie av Vinje kommunes håndtering av fritidsboligutvikling, der motstand mot hytteutbygging har resultert i et hytteopprør.

Ved hjelp av et diskursanalytisk rammeverk undersøker jeg casen i lys av Michel Foucaults makt-filosofi og Maarten Hajers metodiske tilnærming. Datainnsamling er gjort gjennom intervjuer med nøkkelpersoner og dokumentanalyse. I tillegg til intervjuer jeg har utført selv, har jeg i samarbeid med Telemarksforskning fått innsyn i intervjuer de har utført i forbindelse med prosjektet Tradisjon og destinasjon. Dokumentanalysen er basert på kommunale og overordnete plandokumenter i tilknytning til fritidsboligutvikling. I tillegg er det gjennomgått innspill til plansaker, opptak av kommunestyremøte, artikler og innlegg i aviser og andre medie-plattformer.

Resultatene viser at det foreligger motstridende oppfatninger om hytteutviklingen i Vinje kommune og at ulike aktører samler seg rundt ulike narrativ. Analysene viser også at det ikke nødvendigvis er de aktørene med sterkest institusjonell makt som har størst påvirkningskraft, i form av at autorative føringer i Vinje kommune har blitt påvirket av en opponerende diskurs som har vokst fram fra grasrota. Denne opponerende diskursen får drahjelp fra den regionale og nasjonale diskursen som stiller spørsmål ved den norske hytteidyllen som en ikke-fornybar ressurs, og behovet for overordnede føringer melder seg.

Oppgaven konkluderer med at hytteutvikling i Norge ser ut til å gå i retning av å bli mer kontrollert og forutsigbar, med videreføring av hytteutbygging som næringsvirksomhet og kilde til økonomisk verdiskaping, men som i større grad tar hensyn til økologiske verdier over økonomiske gevinster.

In many of the rural municipalities in Norway, vacation home development has been a significant source of employment and economic growth for several decades. Facing conflict of interest, however, there has been a growing skepticism and dissatisfaction towards the development and building of new vacation homes.

The issue of this thesis therefor deals with the mechanisms that get to influence decision-making related to vacation home development. The issue is elucidated by a case study of Vinje municipality and how they manage the vacation home development, as a growing opposition towards the development has resulted in a revolt.

Using a discourse analytical framework, I investigate the case in light of Michel Foucault’s philosophy of power and Maarten Hajer’s methodological approach. Data collection is done through interviews with key actors and document analysis. In addition to the interviews I have conducted myself, I also gained insight into interviews conducted by Telemarksforskning in conjunction with their project Tradisjon og destinasjon (Tradition and destination). The document analysis is based on municipal and superior planning documents in relation to vacation home development. In addition, suggestions on planning matters, recordings of municipal board meetings, articles and posts in newspapers and other media platforms has been reviewed.

The results show conflicting views on the vacation home development in the municipality of Vinje, and that different actors gather around different narratives. The analyzes also show that it is not necessarily the actors with the greatest institutional powers who get to influence the most, as the decision makers in Vinje has been significantly influenced by an opposing discourse emerging from the grass root. This opposing discourse is supported my regional and national discourse as they question the idyllic image of the Norwegian cabin life in relation to not being a renewable resource, and the need for overall guidelines arises.

The thesis concludes that vacation home development in Norway seems be moving towards becoming more controlled and predictable, still taking advantage of the development for economic growth, but in a way that takes into accounts the ecological values into a greater extent than economic values.
