Portaler som verktøy for innbyggermedvirkning : en studie av E16portalen

Abstract

Medvirkning er et krav fra plan- og bygningsloven og det skal legges til rette for digital dialog i planprosessen, jf, § 5-2 (PBL, 2008). Medvirkningsportaler som verktøy for å gjennomføre digitale planprosesser er ikke utforsket nok. I Norge er Nye Veier en sentral aktør i bruk av medvirkningsportaler og deres bruk av E16portalen.no i prosjektet med ny E16 mellom Kongsvinger og E6 er case for masteren. Masteroppgaven følger et kvalitativt forskingsdesign hovedsakelig basert på metodene intervju og nettsideanalyse. Ved å intervjue aktører i E16prosjektet har jeg fått en større innsikt i prosjektet og hva som er E16portalen sin rolle er i innbyggermedvirkning. For å forstå bedre hvordan portaler er utformet er det gjort nettsideanalyse både av E16portalen, Byrom Kolbotn og Medvirkningsportalen E6 Gyllan – Kvål. Dette er gjennomført for å svare på hovedproblemstillingen: Hvordan fungerer digitale portaler, slik som E16portalen.no, som kommunikasjonsplattform for innbyggermedvirkning? Oppgaven bidrar til å belyse mulighetene og utfordringene med å bruke medvirkningsportaler i planprosesser. Den ser på hvordan de er utformet og hvilken type kommunikasjon det legges opp til. Studien viser at medvirkningsportalene fungerer hovedsakelig som informasjonssider for prosjektene og legger ikke opp til god nok toveiskommunikasjon. Mange av portalene er ennå i testfasen og det trengs retningslinjer på hvordan de skal brukes. Fordelen med digital medvirkning er at man når et mye større publikum og gjør planprosessen mer gjennomsiktig. Det ser ut til at digital medvirkning har kommet for å bli, og fremtiden vil være en hybridløsning av både digital og fysisk medvirkning.

Participation is a requirement from the Planning and Building Act and digital dialogue must be facilitated in the planning process, cf. section 5-2 (PBL, 2008). Participation portals as tools for implementing digital planning processes have not been explored enough. In Norway, Nye Veier is a key actor in the use of participation portals and their use of E16portalen.no in the project with the new E16 between Kongsvinger and E6 is the case for the master. The master’s thesis follows a qualitative research design mainly based on the methods of interview and website analysis. By interviewing actors in the E16 project, I have gained a greater insight into the project and what role the E16 portal plays in the citizen participation process. To better understand how portals are designed, website analysis has been done of both the E16 portal, Byrom Kolbotn and the Participation portal E6 Gyllan - Kvål. This has been done to answer the main problem: How do digital portals, such as E16portalen.no, function as a communication platform for citizen participation? The thesis will shed light on the possibilities and challenges of using participation portals in planning processes. It looks at how they are designed and what type of communication is planned. The study shows that the participation portals function mainly as information pages for the projects and do not provide sufficiently two-way communication. Many of the portals are still in their test phase and guidelines are needed on how to use them. The advantage of digital participation is that you reach a much larger audience and make the planning process transparent. It seems that digital participation will continue to be an important part of participation processes and the future will be a hybrid solution of both digital and physical public participation.
