Et godt utgangspunkt : en kvalitativ undersøkelse av FNs bærekraftsmål som rammeverk for nytt plansystem i Indre Østfold kommune

Abstract

Kommuner har en sentral rolle som samfunnsutviklere og er nøkkelaktører for å realisere bærekraftsmålene. Bærekraftsarbeid er ikke nytt i norske kommuner. Derimot er arbeidet med bærekraftsmålene nytt, og kun i en tidlig fase. Det er derfor behov for empirisk forskning rundt implementeringsarbeidet i kommunene. For å bidra til forskningen tar denne oppgaven for seg nylig sammenslåtte Indre Østfold kommune som har valgt å bruke alle bærekraftsmålene i utformingen av det nye plansystemet. Følgende problemstilling undersøkes i oppgaven: Hvordan har Indre Østfold kommune gått frem for at FNs bærekraftsmål skal danne grunnlaget for det nye plansystemet, og hvilke utfordringer og muligheter har de ansatte opplevd i denne prosessen? Problemstillingen besvares ved bruk av kvalitativ metode. Datainnsamlingen er gjort gjennom semistrukturerte intervjuer med ansatte som er tett på planprosessen i Indre Østfolds kommuneadministrasjon. Analyse av datamaterialet er utført ved å kode og tematisere etter stegene for tematisk analyse. Den tematiske analysen resulterte i seks funn som belyser problemstillingen. For det første har FNs bærekraftsmål gitt Indre Østfold kommune muligheten til å skape en felles plattform etter kommunesammenslåing. For det andre er den største utfordringen å finne lokal mening i de globale målene, men oversettingen har vært viktig for å få til en helhetlig integrering av bærekraftsmålene. For det tredje beskriver de ansatte en planavdeling med godt grep om implementeringen, og det har vært lite bruk av veiledning i prosessen. For det fjerde er implementeringen av bærkraftsmålene en mulighet til å redusere silotankegangen i kommunen, men mangel på tid og ressurser er en begrensning på det tverrsektorielle samarbeidet. For det femte har bruken av alle bærekraftsmålene bidratt til at viktige mål ikke er utelatt, og målene har fungert som en lyskaster på kommunens levekårsutfordringer. For det sjette er det avgjørende med god oppfølgning og rapportering for å få til en fullstendig integrering av bærekraftsmålene. Det er utfordrende å utvikle indikatorsett, og arbeidet er ikke igangsatt. Implementeringen av FNs bærekraftsmål sammenfaller med kommunesammenslåingen, og det er vanskelig å skille konsekvensene av prosessene. Kommuneplanen er fortsatt ikke vedtatt, og det er derfor for tidlig å si hvordan FNs bærekraftsmålene vil få praktisk betydning for Indre Østfold kommune.

Municipalities play a central role as community developers and are key actors in the realisation of sustainability goals. Sustainable working is not new to municipalities, but working towards sustainable development goals is, and is as yet at an early stage. There is therefore a need for empirical research into municipalities' goal implementation. In order to contribute to the existing body of research, this thesis inquires into the newly constituted Indre Østfold municipalitiy, which has chosen to use all of the sustainable development goals in the shaping of their new planning system. The thesis seeks an answer to the following question: How has Indre Østfold municipality proceeded to ensure that the UN's sustainability goals form the basis for the new municipal planning system, and what challenges and opportunities have the employees experienced in this process? A qualitative method was used to answer this question, where data was collected through semi-structured interviews with key planning staff in Indre Østfold's administration. Analysis of the data material was done by coding and thematizing according to the steps for thematic analysis. The thematic analysis resulted in six findings that outline an answer to the research question. Firstly, the UN's sustainable development goals have given Indre Østfold the opportunity to create a common platform following their merger. Secondly, the greatest challenge is to find local meaning in the global goals, but this translation has been important in order to create an overall integration of the sustainable development goals. Thirdly, staff describe a planning department with a firm grasp on implementation, and there has been little use of guidance in the process. Fourthly, the implementation of the sustainable development goals is an opportunity to reduce siloisation inside the munisipality, but lack of time and resources is a limitation on cross-sectoral collaboration. Fifthly, the use of all the sustainable development goals has helped ensure that important goals have not been left out, and the goals have shone a light on the challenges the municipality faces to its living conditions. Sixthly, monitoring and reporting are crucial in order to achieve a full integration of the sustainable development goals. It is difficult to create a set of indicators, and this work has not started. The implementation of the UN's sustainable development goals coincides with the municipality merger, and it is hard to differentiate the consequences of these processes. The master plan has not yet been adopted, and it is too soon to tell what practical impact the UN's sustainable development goals will have in Indre Østfold.
