Planleggers rolle i en kommunal omstillingsprosess

Abstract

Kommunale omstillingsordninger er ikke lenger en krisehåndtering, men en ordinær ordning organisert gjennom fylkeskommunen. Innovasjon Norge er regjeringens instrument hos kommuner med godkjent omstillingsstatus, og per 2020 følger Innovasjon Norge 16 omstillingskommuner. Andøy kommune er én av disse. Hovedmålet for en omstillingsprosess er å sikre en god næringsstruktur og robuste samfunn. Det er dermed litt uklart hvor planlegging hører hjemme i denne prosessen, og hva slags rolle en planlegger besitter i en slik prosess. Det var dette oppgaven var ute etter å besvare. For å finne ut av hvilke roller en planlegger kan besitte under en omstillingsprosess ble det foretatt intervju av nøkkelpersoner innenfor planlegging i Andøy kommune, som var oppgavens caseområde. Oppgaven er også basert på en innholdsanalyse hvor det er brukt relevante plandokumenter, søknader og artikler for å finne empiri som underbygget problemstillingen og bidro til å skape et bilde av hva en omstillingsprosess betyr for et samfunn og for planlegging Teorikapittelet ga oppgaven et grunnlag basert på̊ ulike planleggerroller fra 1960-tallet til dagens samfunn. Oppgaven har koblet de ulike rollene en planlegger kan besitte opp mot større planteorier som instrumentell planlegging, inkrementell planlegging og kommunikativ planlegging. Dette teorigrunnlaget ble dermed basen for å se på planleggerens rolle i Andøy kommune. Kommunen er nå̊ midtveis i sin omstillingsprosess, og det var dette utgangspunktet oppgaven hadde for å se hva slags rolle planleggeren besitter. Andøy kommune har et tydelig skille mellom areal- og samfunnsplanlegging. Innad i organisasjonen viser dette seg som samfunnsutvikling på̊ Samskap og arealplanlegging på̊ teknisk avdeling. Før omstillingsarbeidet var det en laber planvirksomhet i kommunen. Det skjedde altså et skifte i planaktiviteten etter godkjent omstillingsstatus. De ulike rollene en planlegger besitter i en omstillingsprosess er ikke ulike de rollene en planlegger kan besitte i hvilken som helst annen kommune, men for at omstillingsprosessen ikke skal stoppe opp har disse rollene vist seg å være svært sentrale. Planlegging som et bakteppe viser seg å spille en viktig rolle i en omstillingsprosess som i utgangspunktet ønsker å styrke kommunens næringsstruktur.

The municipal transition process is no longer a refered to as a crisis management, but an ordinary scheme organized through the county council. Innovation Norway is the government's instrument regarding municipalities with approved transition status. As of 2020 Innovation Norway follows 16 transition municipalities, Andøy municipality is one of them. The main goal of a municipal transition process is to ensure a good business structure and robust society. It is thus a bit unclear what role a planner plays in such a process. The role of the planner in a municipal transition process is the main focus of this thesis.

In order to find out what roles a planner can hold during a municipal transition process, interviews were conducted with key persons within the planning unit in Andøy municipality, which is the municipality chosen as a case study in this thesis. The thesis also looks at relevant plan documents, applications and articles to find empirical evidence that supported the thesis.

Instrumental planning, incremental planning and communicative planning were chosen as the main theories to support the thesis. The theory chapter also presents different planner roles from the 1960s up to today's society. The theory chapter and the methodical choices are the basis for looking at the planner's role in Andøy municipality. Andøy is now in the middle of the municipal transition process.

Andøy municipality has a clear distinction between spatial planning and societal planning. Within the municipality, Samskap leads the work on societal planning whereas teknisk avdeling is in charge of the spatial planning. Prior to the transition process, there was a poor planning activity in the municipality. Thus, there was a shift in the plan activity after approved transition status. The different roles a planner has in a municipal transition process are not different from the roles a planner can have in any other municipality, but in order for the transition process not to stop, these roles have proved to be very central. Planning as a backdrop proves to play an important role in a municipal transition process that initially seeks to strengthen the municipality's business structure.
