Urbant naturmangfold i offentlig forvaltning : et eksempel fra Kristiansand kommune

Sammendrag
Arealendringer er grønnstrukturens og dens naturmangfold største trussel, og naturen i urbane områder er spesielt utsatt (Sverdrup-Thygeseon, 2018; Thorén og Nyhuus, 1994; Sandström, 2002). I Norge er det kommunene som har hovedansvaret i forvaltning av grønnstrukturen og dens naturmangfold. Dagens forvaltning er ofte basert på enkelttiltak i enkeltområder, og studier viser at kommunene mangler en strategisk tilnærming i forvaltningen (Sandström et al., 2006; Randrup og Persson, 2008). Oppgaven tar derfor for seg hvordan man kan sikre og styrke naturmangfoldet i urban grønnstruktur i offentlig forvaltning, sett med en landskapsarkitekts øyne.
Litteraturstudier og semi-strukturerte telefonintervjuer dannet grunnlaget for å utvikle en forvaltningsmetode som ble utprøvd og testet gjennom en caseundersøkelse i Kristiansand kommune.
Arbeidet viser at forvaltningsmetoden kan anvendes for å sikre og styrke urbant naturmangfold i grønnstruktur i offentlig forvaltning, men det er identifisert områder som berører metodens gjennomføringevne. Det er behov for et bredere kunnskapsgrunnlag for å kunne identifisere naturen og dens mangfold. Oppgaven viser at dagens kartleggingsmetoder er svake og bør videreutvikles med utgangspunkt i kommunal forvaltning.
Oppgaven er et innspill til kommunal forvaltning av naturmangfold i urban grønnstruktur, og et diskusjonsgrunnlag for videre utvikling for hvordan norske kommuner kan ta vare på naturmangfoldet i grønnstrukturen. Poor management of areas is the green infrastructure and its biodiversity’s greatest threat, and the urban green areas are especially vulnerable (Sverdrup-Thygeson, 2018; Thorén and Nyhuus, 1994; Sandström, 2002). It is the municipalities in Norway who have the main responsibility in managing the areas, and studies indicate a lack of and a need for a strategic management of the green infrastructure (Sandström et al., 2006; Randrup and Persson, 2008). This thesis therefore addresses how to protect and restore biodiversity in urban green infrastructure in public management, through the eyes of a landscape architect.
A literature study and semi-structured telephone interviews formed the basis to develop a management method that can contribute to protect and restore biodiversity in urban green infrastructure.
Through a case study in Kristiansand municipality I invest the management method, this has also been a way to test the usability of the method.
By developing the management method, I have discovered areas that affect the methods ease of use. There is no adequate approach to identify the biodiversity in the urban areas, and the case study is altered by it. The thesis shows that there is a need to further develop mapping methods to identify the spatial distribution of nature and species. Despite the lack of mapping methods, the thesis shows that the management method can be used in public management of biodiversity in green infrastructure.
The thesis is a contribution on how management of biodiversity in urban green structure can be protected and restored, and a basis for further development for how Norwegian municipalities can preserve biodiversity in green infrastructure.
