Bruk av visualiseringer i en medvirkningsprosess : en casestudie av reguleringsplanen for det nye Munchmuseet

Abstract

Denne studien tar for seg bruk av 3D visualiseringer i medvirkningsprosessen tilknyttet detaljreguleringen av det nye Munchmuseet. Her fokuseres det på hvordan visualiseringer ble benyttet som metode for formidling av informasjon rettet mot befolkningen. Ved utarbeidelse av visualiseringer gjelder det å tenke på hvilke hensikter og for hvilket publikum disse skal fremvises. Videre vil studien også se på hvordan etikken rundt visualiseringer i planprosesser fortoner seg.

Befolkningens oppfatning av medvirkning er i dag ofte preget av usikkerhet. Hvilken relasjon befolkningen har i forbindelse med bestemte planprosesser er som regel basert på planmyndighetenes og forslagstillernes lovpålagte medvirkningsarbeid. Medvirkning skal være en arena for utveksling av meninger og innspill og samtidig fungere som en informasjonskanal hvor planforslaget gjøres rede for og befolkningens lokalkunnskaper blir belyst. Basert på dette vil studien også fokusere på involveringen av befolkningen i tilknytning til detaljreguleringen av det nye Munchmuseet.

Studien viser at det regjerer en del usikkerhet til hvordan visualiseringene formidler informasjon. I tilknytning til befolkningens involvering i medvirkningen, synes det å oppstå misforståelser grunnet utydelige premisser og forutsetninger med gjennomføring av planens medvirkningsarbeid. Funnene indikerer at planens beslutningstakere og involverte parter i større grad bør fokusere på tydelig kommunikasjon og formidling av informasjon tilknyttet prosjektet.

Håpet med denne studien er å skape en bevissthet og forståelse for bruken av visualiseringer i planlegging og medvirkning, samt dens implikasjoner knyttet til objektiv formidling av informasjon.

This study presents the use of 3D visualizations in the participation process associated with the detailed zoning plans for the new Munch Museum. Here, the study focusses on how visualizations were used as a method for communication of information aimed at the population. When preparing visualizations, it is important to think about what intentions and for which audience these are to be presented. Furthermore, the study will also look at how the ethics of visualizations in planning processes unfolds. Today, people's perception of participation is often characterized by uncertainty. The relationship that the population has in connection with certain planning processes is usually based on the statutory participation of the planning authorities and private developers. Participation should be an arena for the exchange of opinions and at the same time act as an information channel where the plan proposal is made clear and the local knowledge of the population is elucidated. Based on this, the study will also focus on the involvement of the population in connection with the detailed zoning plan of the new Munch Museum. The study shows that there is some uncertainty about how visualizations convey information. In connection with the population's involvement in participation, there appear to be misunderstandings due to unclear premises and assumptions in the implementation of the plan's participation work. The findings indicate that the planning authorities and involved parties should focus more on clear communication and dissemination of information related to the project. The hope of this study is to create an awareness and understanding of the use of visualizations in planning and participation, as well as its implications related to objective communication of information.
