Forhandlinger mellom eiendomsutviklere og planmyndigheter på Fornebu

Abstract

Tema for masteroppgaven er forhandlinger mellom eiendomsutviklere og planmyndigheter i reguleringsplanlegging og plangjennomføring. Målet for denne oppgaven er å belyse en slik forhandlingssituasjon ved å anvende både forhandlingsteori, planfaglig teori og økonomisk analyse til å vurdere forhandlingene. I dette arbeidet har vi valgt case-område på Fornebu for å se på en aktiv forhandlingsprosess mellom planmyndighet og eiendomsutvikler. Ut ifra dette har vi kommet frem til problemstillingen: “En analyse av kommunedelplan 3-prosessen på Fornebu med fokus på forhandlingene mellom eiendomsutviklerne og de offentlige aktørene”. For å belyse problemstillingen har vi valgt å bruke kvalitativ metode med intervjuer, case og dokumentstudier som forskningsdesign.

The theme of this master’s thesis is negotiations between real estate-developers and planning authorities, regarding plans of regulations and execution of plans. The purpose of the assignment is to enlighten this situation of negotiation, using negotiation theory, theory regarding planning process and economic analysis to assess the negotiations. We have chosen a case-area at Fornebu, to access an active process of negotiations between planning authorities and real estate developers. Hence, we have chosen following issue for our assignment: “An analysis of the process of the third municipal sub plan with a focus on the negotiations between the real estate developers and public institutions at Fornebu”. In order to clarify the research question we have chosen to use qualitative method with a case and studies of public documents as our research design.
