Hva er lokal samfunnsutvikling i en storby? : en studie av praksiser og forståelser i Oslo

Abstract

Denne oppgaven har tatt sikte på å prøve å forstå praksiser og forståelser som ligger til grunn for en lokal samfunnsutvikling i Oslo. For å kunne se på hva dette vil si i praksis har det blitt gjort en caseanalyse med tilhørende dokumentanalyse av Veitvet – Sletteløkka. Veitvet – Sletteløkka har de siste 12 årene være en del av Groruddalssatsingen og det er blitt gjennomført et «områdeløft» her. Forskningsspørsmålet i oppgaven er «Hvordan støtter Oslo kommune opp under en lokal samfunnsutvikling gjennom sin planlegging?» For å kunne forstå gå inn i denne materien har teoretiske betraktninger rundt både lokalsamfunnet i seg selv og uttrykk for lokal samfunnsutvikling vært gjennomgått, i tillegg til teoretisk betraktninger om beslutningsprosesser og metoder i planlegging. Det teoretiske rammeverket inkluderer blant annet Aarsæthers teori om «velferdskommunen» og institusjonalisering av lokalsamfunn, teorier om romlig bevissthet og kognitive rammer, samt «The Garbage can theory». De empiriske kapitelene tar for seg historisk analyse, fremvekst av politikk, aktøranalyse og en gjennomgang av de faktiske inngrepene og tiltak som skjer i caseområdet. Funnene i oppgaven viser at det Oslo kommune i caseområdet har støttet opp under en lokal samfunnsutvikling ved å engasjere bydelsadministrasjonen som en aktiv aktør og sette de i førersetet for en lokal samfunnsutvikling. Funnene fra undersøkelsene viser imidlertid også at feltet er preget av utydeligheter og implisitte forståelser. Dette kan i et planperspektiv skal utfordringer med å kunne ta gode, faglige metodisk avveininger, samt at det kan svekke effekten av de tiltak som gjennomføres da det ikke nødvendigvis er en god sammenkobling mellom problemforståelser, aktør og handling.

This thesis has taken aim at understanding the different practices and understandings of local place developments in Oslo. To see what this means in reality there has been done a case study with attaching document analysis of Veitvet – Sletteløkka. In the last 12 years Veitvet -Sletteløkka has been a part of the Groruddal-initiative and it has undergone a geographically strategic effort. The research question in this thesis is: «How does Oslo municipality support a local place development through its planning?» Theoretical observations regarding what a community in itself is, and and expressions of local place development has been investigated to answer this question, as well as theoretical observations on decision-making and methods in planning. The theoretical framework includes, amongst other things, Aarsæthers theory of «the welfare municipality» and the institutionalization of the community, theories about spatial consciousness and congnitive frames as well as «The Garbage Can Theory». The empirical chapters emphasizes on historical analyzes, the emergence of policies, analysis of different planning actors and a rundown of the actual engagement and measures the case area is undergoing. The finds in this thesis show that Oslo municipality in the case area has supported a local place development by engaging the district administration as an active agent, and by putting them in the forefront for the local community development. The finds from the surveys however, show that the field is also affected by indistinct units and implicit understandings. This can, in a planning perspective, create challenges when it comes to good, professional and methodical understandings, as well as decreasing the efficiency of those actions targeted towards the area as there is no necessity for a good connection between understanding problems, actors and actions.
