Utfordringer og muligheter mellom turisme og byutvikling

Abstract

Oppgaven ser på utfordringer og muligheter mellom byutvikling og turisme, og hva dette betyr for planlegging. Her går oppgaven inn på hvordan steds- og destinasjonsutvikling kan forstås to likeartete perspektiver på bakgrunn av den kulturledete byutviklingen som har pågått i Oslo sentrum. I tillegg til den store satsingen på kulturturisme og hvorfor det å forstå reiselivet og deres behov vil være nyttig i planleggingen. Overordnede føringer på ulike nivåer stiller krav til areal- og transportutviklingen, og selv med likhetene mellom de nevnte perspektivene utfordres deler av turistbransjen og deres behov av disse føringene. Sammen med et teoretisk grunnlag er det brukt kvalitativ metode til å svare på oppgaven. Metodene brukt i oppgaven har vært dokumentanalyse, intervjuer med lavstruktureringsgrad og en case-analyse av turistbussene i Oslo. I case-analysen ble det sett på høringsinnspill og vurderingene rundt de pågående plansakene ved Munchmuseet og Bilfritt Byliv. Intervjuene ble holdt med reiselivsnæringen, de som ble intervjuet ble valgt ut på bakgrunn av de også hadde gitt en uttalelse i forbindelse med disse.. I intervjuene og analysen kom det frem at kommunen og reiselivet har et samarbeid i en positiv utvikling, og at de ofte ønsker det samme i byutviklingen. Det fremgår også at reiselivet oppfatter kunnskapen i Oslo Kommune om reiselivet som lav. Derimot er det å forstå reiselivet vanskelig, det er mange ulike meninger i en kompleks bransje. Og i noen tilfeller fremgår det at de lokale behovene og turismens behov ikke er lett å skille på. Masteroppgaven belyser flere viktig betraktninger å ta med seg i planleggingen, både utfordringer og muligheter.

This Master's thesis looks at the challenges and opportunities between urban development and tourism, and what this means for planning. Here, the assignment is based on how place-based development and destination development can be understood as two equal perspectives based on the cultural urban development that has taken place in Oslo city centre. In addition, the thesis addresses the focus on cultural tourism and why understanding tourism and their needs will be useful in planning. Overall guidelines at different levels make demands for area and transport development, and even with the similarities between the two mentioned perspectives, parts of the tourism industry and their needs is challenged by these guidelines. A theoretical foundation along with the qualitative method is used to answer the task. The methods used in the assignment have been a document analysis, low-level structured interview and a case analysis of the tourist coaches in Oslo. In the case analysis, I addressed the hearings and assessments made of the ongoing plans at the Munch Museum and the Car free city centre “Bilfritt Byliv”. The interviews were held with the tourism industry, those interviewed were chosen because they had also given a statement in connection with the hearings. In the interviews and analysis, it was clear that the municipality and tourism industry had a positive increase in cooperation and that they often want the same in urban development. It also appears that the tourism industry experiences the knowledge of the municipality of Oslo about the travel industry as low. On the other hand, it is difficult to understand tourism, as there are many different opinions in a complex industry. In some cases, the local needs and then needs of tourism is difficult to separate. The Master's thesis highlights several important considerations to include in planning, both challenges and opportunities.
