Implementering av folkehelseoversikten som kunnskapsgrunnlag i kommunal arealplanlegging

Abstract

Bakgrunn Tema for masteroppgaven er folkehelseoversikten som kunnskapsgrunnlag i arealplanlegging. Folkehelseloven tydeliggjør fokuset på en bred samfunnsmessig forståelse. Folkehelsepolitisk blir planlegging sett på som et viktig virkemiddel i det helsefremmende arbeidet og vesentlig for en tverrsektoriell integrering av folkehelse i kommunene. Plan- og bygningsloven er dermed kommunens viktigste verktøy for helhetlig samfunnsutvikling og en sentral lov i folkehelsearbeidet. På denne måten er det en tett kobling mellom folkehelseloven, plan- og bygningsloven og folkehelseoversikten, og planlegging kan sees på som det å knytte kunnskap og handling sammen. Formål Formålet med studien er å få kunnskap om hvordan ansatte og politikere i kommunale stillinger forstår og benytter folkehelseoversikten som kunnskapsgrunnlag. Videre er formålet å få kunnskap om hva som virker som drivere og barrierer ved implementering av folkehelseoversikten som kunnskapsgrunnlag i kommunal arealplanlegging. Metode Studien har et casedesign med folkehelseoversiktens møte med arealplanlegging som case. Analysen bygger på materiale fra plandokumenter og kvalitative intervjuer med ansatte og politikere i to norske kommuner. Kommunene har folkehelse som overordnet mål. Funn Empirien for studien viser noen hovedpunkter for implementering av folkehelseoversikten i arealplanlegging. Forankring, oversettelse, folkehelsekoordinatorens rolle og samarbeidsformer synes å være fremtredende. Tydelig forankring på politisk og administrativt ledernivå er sentralt. Det handler om å knytte folkehelse og arealplanlegging tettere sammen i praksis og tilegne seg kunnskap om andre fagområder for å kunne utvikle en felles forståelse og felles språk, slik at man forstår hva det snakkes om. Folkehelseoversikten er et viktig kunnskapsgrunnlag for å knytte folkehelse og arealplanlegging sammen.

Background The subject of this master´s thesis is public health in land use planning. The Public Health Act clarifies the focus on an broad societal understanding. Public health policy planning is seen as an important tool in health promotion and essential for cross-sectorial integration of public health in the municipalities. The Planning and Building Act is thus the municipalities most important tool for comprehensive social development and a central law in public health work. In this way there is a close link between the Public Health Act, the Planning and Building Act, and the public health overview. Planning can be seen as linking knowledge and action together. Objective The objective of this master´s thesis is to gain knowledge about how employees and politicians in municipal positions understand and use the public health overview as a basis for knowledge. Furthermore the objective is to gain knowledge about what acts as drivers and barriers in implementing the public health overview as a knowledge base in municipal land use planning. Method The study has a casedesign and the meeting between the public health overview and land use planning as case. The analysis is based on material from planning documents and qualitative interviews with employees and politicians in two norwegian municipalities, where public health is an overall strategy. Main findings The studies empiricism shows some key points for implementing public health in land use planning. Anchoring, translation, the role of the public health coordinator and cooperation seems to be prominent. Clearly anchoring at political and administrative level is key. It is about linking public health and land use planning closer together into practice and acquiring knowledge of other subject areas in order to develop a common understanding and language to understand what is being discussed. The public health overview is an important knowledge base for linking public health and land use planning.
