dc.description.abstractBakgrunn: Temaet for studien er det systematiske folkehelsearbeidet. Dette ble introdusert i 2012 som en del av samhandlingsreformen, forankret i Folkehelseloven (2011). Studien fokuserer på arbeidet med folkehelseoversikten og planstrategien. At planstrategien er et relativt nytt instrument for kommunen og at den nye folkehelseloven bringer nye føringer for oversiktsarbeidet, gjør det særlig spennende å undersøke hvordan kommunene har møtt oppgaven. Formål: Formålet med er å fremskaffe innsikt og kunnskap om prosesser og forhold tilknyttet denne delen av det systematiske folkehelsearbeidet. Metode Studien er en casestudie av to kommuner i Telemark, basert på intervjudata og dokumentanalyse. Hovedfunn I studien har jeg funnet at økonomiske ressurser har betydning for hvorvidt folkehelsearbeidet dreies i en forebyggende og helsefremmende retning og at økonomi og tid setter begrensninger for det systematiske folkehelsearbeidet. Folkehelsebegrepet oppleves av aktører i begge kommunene som utydelig og vanskelig å forholde seg til. I begge kommunene trekkes lovverket og nasjonale føringer frem som drivkraft for folkehelsearbeidet. Begge kommunene er godt i gang med det systematiske folkehelsearbeidet og begge har valgt å forankre folkehelse i en tverrsektoriell folkehelseplan. Tverrsektorielt samarbeid blir trukket frem som en suksessfaktor i arbeidet med helseoversikten. Ingen av kommunene har involvert kommunestyret i særlig grad i utarbeidingen av planstrategien. Begge kommunene har et folkehelseperspektiv i planstrategien. Liten kommune har ikke brukt helseoversikten som grunnlag for planstrategien.nb_NO
dc.description.abstractBackground: The theme for this study is the puplic health act of 2012, which introduced a new approach to the public health work, merging it with municipal planning. The main focus of this study lies on the planning strategy, which is a relatively new planning instrument, and the population health overview work. Purpose: The purpose is to gain knowledge about sucsess factors and challenges related to the systematic public health work. Method: A qualitative case study based on analyses of interviews and documents related to the public health work was performed in two municipalities. Main findings: The study suggests that financial resources have an impact on whether public health work is being conducted in a preventive and health promoting way, and that economics and time puts limits on the systematic public health work. The public health concept is perceived by actors in both municipalities as unclear and difficult to relate to. In both municipalities, legislation and national guidelines are drawn as a driving force for public health work. Both municipalities are well underway with the systematic public health work and both have chosen to anchor public health in a cross-sectoral public health plan. Cross-sectoral cooperation is emphasized as a success factor in the work on health surveillance. None of the municipalities involved the municipal council in particular in the preparation of the plan strategy. Both municipalities have a public health perspective in the plan strategy.nb_NO
