dc.description.abstract | Kommunen har en viktig rolle i plansystemet i Norge. Med mandatet arealmyndighet følger en av kommunens viktigste oppgaver: å implementere statlig politikk i den lokale romlige konteksten. Dette spennende og komplekse forholdet mellom politikk og plan utforskes i denne oppgaven med en eksempelstudie av Hønefoss og Ringerike kommune. Byen venter stor utvikling i forbindelse med InterCity-utbyggingen av Ringeriksbanen. Den statlige politikkens modeller som kompakt by og knutepunktfortetting uttrykkes som et svar på et bærekraftig samfunn. Hvilken metode jobber Ringerike kommune med for å implementere modellen i sin lokale kontekst? Dette forholdet mellom modell og metode står sentralt. Oppgaven tar for seg aktørene stat, eiendomsutvikler og kommune for å kartlegge kommunens rolle i et stort samferdselsprosjekt parallelt med lokal stedsutvikling. Ringerike kommunes handlingsrom viser seg å være svært begrenset av ulike faktorer som statlig reguleringsplan og økende press fra eiendomsutviklere, og det er vanskelig å se at kommunen har vært proaktive med strategiske planverktøy for å møte utviklingen banen fører med seg. | nb_NO |
dc.description.abstract | The municipality has an important role in the Norwegian planning system. As the planning authority of their land follows one of the municipality’s most important tasks: implementing state policy in the local spatial context. This exciting and complex relationship between politics and planning is explored in this thesis with a case study of the city Hønefoss and Ringerike municipality. The city is expecting comprehensive growth and development in connection with the InterCity development of the trail line Ringeriksbanen. The state policy models such as compact city and urban development of transportation knots are expressed as a response to the pursuit of a sustainable society. What method does Ringerike municipality work by when implementing the model in its local context? This relationship between model and method is central. This thesis explors the participants state, property developer and municipality to map the municipality’s role in a large transport project parallel with local development. Ringerike municipality’s room for action proves to be severely restricted by various factors, such as a government plan and increasing pressure from property developers, and it is hard to see that the municipality has been proactive with strategic planning tools to meet the development that comes with the railway. | nb_NO |
