dc.description.abstractTemaet for oppgaven er landmålerens rolle som nøytral i oppmålingsforretninger og om en privatisering kan påvirke dette. Dette resulterte i hovedproblemstillingen som fremgår slik: Hvilken betydning kan en privatisering av landmålingstjenesten få for landmålerens rolle som nøytral i en oppmålingsforretning? Oppgaven vinkles først mot hvilke krav til nøytralitet som stilles for dagens landmålere. Deretter utforskers hvilke meninger landmålerne og partene i en oppmålingsforretning har angående privatiseringsforslaget. Til sammen utgjør dette tre underproblemstillinger som har som formål å belyse hovedproblemstillingen: • Hvilke krav stilles til landmålerens rolle som nøytral i dagens landmålertjeneste? • Hvordan oppfatter partene landmålerens rolle som nøytral? • Hvordan oppfatter landmålerne at tilliten til en nøytral landmålertjeneste ivaretas ved en privatisering? Ved å kartlegge dagens krav til landmålernes rolle som nøytral i en oppmålingsforretning økes forståelsen for hvordan dagens ordning fungerer på dette området. Dessuten legger det grunnlag for hvordan en kan tolke virkningene av en eventuell privatisering. Gjennom å utforske partenes oppfattelse av landmålerens rolle som nøytral belyses hovedproblemstillingen fra en ny vinkel. Funnene tyder på at partene opplever dagens landmålertjeneste som nøytral og pålitelig. Imidlertid hersker det tvil mellom partene om en privat tjeneste ville fungert på tilsvarende måte. Funnene fra landmålerne peker mot at dagens ordning fungerer godt på dette området. Det er derimot uenighet om hvordan en privatisering kan påvirke dette. Noen mener privatiseringen vil kunne svekke landmålerens rolle som nøytral ved at det opprettes et kundeforhold mellom part og landmåler. Andre hevder at privatiseringen vil styrke tilliten til landmålertjenestens nøytrale rolle, ettersom man unngår habilitetsutfordringene i små kommuner med kun én landmåler. Lovforslaget ble behandlet av kommunal- og forvaltningskomiteen 8.3.2018. Flertallet valgte ikke å støtte forslaget om å innføre en privatisering av landmåletjenesten. Stortinget vedtok komiteens anbefaling 15.3.2018, således forble landmålertjenesten under kommunens ansvar.nb_NO
dc.description.abstractThe topic of the thesis is the land surveyors’ role as a neutral in the surveying businesses, and whether a privatization will have an influence on this neutrality. This resulted in the main research question as follows: What kind of importance can a privatization of the surveying services have for the surveyors’ role as a neutral in a surveying business? The thesis is first angled towards the requirements for neutrality that are set for the current land surveyors. Then follows an exploration of the existing opinions of the land surveyors, and of the different parties of a surveying business, regarding the suggestion of a privatization of the business. Together this constitutes three under questions as follows: • What kind of requirements are made towards the land surveyors’ role as a neutral in the current surveying services? • How does the parties perceive the land surveyor’s role as a neutral? • How does the land surveyors perceive that the trust of a neutral surveying service is maintained if the service is to be privatized? By mapping the current requirements of neutrality for the land surveyors’ role in a surveying business, the comprehension of how the current arrangements on this area are functioning, will increase. Furthermore, it creates a foundation for the ways of which one can interpret the effects of a potential privatization of the surveying business. Through an exploration of the parties’ perception of the land surveyor’s role as a neutral, the main research question is illustrated from a new perspective. The findings indicate that the parties’ experience the surveying services as neutral and reliable. Nevertheless, there is a prevailing doubt among the parties, as to whether a private service would function accordingly. The findings from the land surveyors are pointing towards that the current arrangements on this area are functioning well. There is, on the other hand, a disagreement as of how a privatization will have an influence on this. Some think that a privatization will come to weaken the neutrality of the land surveyors’ role, by the maintenance of a customer relationship between the party and the land surveyor. Others claim that the privatization will strengthen the trust in the neutrality of the surveying services’ role, as one avoids the impartiality challenges of small municipalities, where there is only one land surveyor available. The bill was handled by the standing committee on local government and public administration 08.03.18. The plural chose not to support the proposition of introducing a privatization of the land surveying service. The Norwegian Parliament adopted the recommendation of the committee 15.03.18, thus did the land surveying service remain a responsibility of the municipality.nb_NO
