Abstract
Skotfoss Oppvekstsenter er i dag ett av tettstedets viktigste sosiale arenaer, hvor stedets inbyggere samles både i og utenfor skoletid. Det er her man arrangerer treff og markedsdager og her man går igjennom på tur, men viktigs av alt; det er her nye generasjoner av samfunnsborgere skal lære, leke og ikke minst utvikle seg.
Som mange tettsteder i dagens samfunn har Skotfoss ligget urørt av kommunal opprusting i lang tid. Tidens tann har satt sitt spor på sentrumsområdet og oppvekstsenteret som ligger i kjernen av det. Slitasje og gjengroing er en stadig aktuell utfordring. I et fylke som satser på turisme har Skotfoss som innledende etappe av Telemarkskanalen et stort potensiale, men beklageligvis er dette potensialet i svært stor grad uutnyttet. Elvens påvirkning av regulerte vann oppover i vassdraget i kombinasjon med lokale grunnforhold bestående av store mengder kvikkleire gjør at passiv iakttagelse av situasjonen er uholdbar, da utvasking og dermed skred er den aktuelle konsekvensen over tid.
Oppgaven består av registreringer, analyser, relevant teori på barns utviklingsstadier og påvirkning av
lek i fri natur, samt utnyttelse av utradisjonelle metoder for flomhåndtering. Dette brukes som basis for forslag til utforming av en ny skolegård og elvepromenade. Målet er å gi Skotfoss barn og unge et sted å leke, lære og utvikle seg; samtidig som Skotfoss som tettsted får et knutepunkt som binder sammen det geografisk oppstykkede området, som gir identitet og med dette løfter det frem som den verdige starten på Telemarkskanalen det er.
Det må satses på småstedene, og det må satses på barna. Skotfoss Kindergarten & Primary School is currently one of the small towns most important social arenas, as the inhabitants of Skotfoss gather here both in- and outside of school hours. This is where social gatherings and markets are held, where people take their walks, but most importantly; this is where the new generation of world citizens is meant to learn, play, grow and mature.
As so many other small towns around the country, Skotfoss has been left untouched by municipal attention for a long time. Time has taken its toll on the town centre -and consequently, the school and its grounds. Wear, tear and unruly overgrowing vegetation is a perpetual challenge. In a county that takes pride in being a tourist destination Skotfoss as one of the initial parts of the Telemark Canal holds tremendous potential. Sadly, however, this potential is left greatly unexploited.
Meierelvas influence by upstream regulated water bodies in combination with the large occurrence of quick clay beneath the entire town centre makes continued passiveness unacceptable, as a washout will hold the potential of a large scale landslide.
This project consists of registrations, analysis, relevant research and theory on children’s development- and play in natural environments influence on it, as well as utilisation of untraditional flood reducing measures. These form the basis of the proposition for the new school grounds and riverbank. The goal is to give Skotfoss children and youth a place to play, learn and develop; while at the same time giving Skotfoss as a community a place
to use and cherish that simultaneously connects the somewhat geographically separated residential areas. In doing so Skotfoss will be an even greater place to grow up, and fulfil its rightful role as the start of the Telemark Canal.
We need invest in the small towns, and we need to invest in the children.
