| dc.description.abstract | Med økt fokus på begrepet universell utforming og en målsetning om et universelt utformet Norge i 2025 ønsker jeg med denne oppgaven å rette fokuset på et offentlig bygg som var ferdigstilt i 2009. Jeg ønsker å undersøke om man har greid å ivareta de krav og anbefalinger som er utarbeidet når man etablerer et offentlig bygg som har hele befolkningen som målgruppe. Denne studien er utført som en casestudie hvor jeg har vurdert ivaretakelsen av universell utforming ved etablering av nytt Nav-kontor i Kristiansund. Data er samlet inn ved hjelp av befaringer med hensyn til de krav og anbefalinger som finnes i NS11001-1:2009. Det har blitt gjennomført intervjuer og samtaler med prosjektleder, entreprenør, arkitekt og prosjektmedlemmer, i tillegg har bygget blitt testet av sterkt svaksynt og rullestolbruker.
Bygget har blitt vurdert på følgende punkter; atkomstvei, parkering, inngangsparti, planløsning, horisontal- og vertikal kommunikasjon, veifinning og informasjon, tekniske installasjoner og betjeningsutstyr, luminanskontraster, lysforhold og lydforhold.
Det er avdekket mangler ved de fleste av de ovennevnte punktene. Prosjektgruppen har hatt fokus på universell utforming i prosjektet, men manglende kompetanse på område har ført til at man ikke har greid å levere i forhold til de krav og anbefalinger som gjelder. Med større fokus på universell utforming tidlig i prosjektet og andre løsninger i de fysiske forholdene kunne dette bygget fremstått som et eksempelbygg i en tid med høy fokus på økt tilgjengelighet.
Ut i fra befaringene og intervjuene, samt testingen av bygget med sterkt svaksynt og rullestolbruker mener jeg å ha grunnlag for å kunne si at dette bygget ikke tilfredsstiller kravene til universell utforming av arbeids-/ og publikumsbygg. Background
With increased focus on the concept of universal design and a goal of a universally designed
Norway in 2025, I wanted this paper to call attention in a public building that was completed
in 2009. I want to examine whether the project has managed to fulfill the requirements and
recommendations that are drawn when one establishes a public building that has the whole
population as target group.
Method
This study is conducted as a case study in which I have considered the preservation of
universal design in the establishment of a new Nav-office in Kristiansund. Data collected by
means of inspections with respect to the requirements and recommendations contained in the
NS11001-1: 2009. It has become conducted interviews and discussions with project manager,
contractor, architect and project members, in addition, have been tested by building strong
visually impaired and wheelchair users.
Result
Building has been assessed on the following points: access route, parking, entrance, floor
plan, horizontal and vertical communication, wayfinding and information, technical
installations and service equipment, luminance contrast, lighting and acoustics.
It is revealed deficiencies in most of the above points. The project has focused on universal
design of the project, but lack of expertise in the area has meant that one has not been able to
deliver in relation to the requirements and recommendations. With a greater focus on
universal design early in the project and other solutions in the physical conditions could this
building have stood as an example building in a time of high focus on improving accessibility.
Conclusion
Based on inspections and interviews, and testing of the building with a strong visually
impaired and wheelchair user, I believe to be the basis to say that this building does not meet
the requirements for universal design of work-/ and public buildings. | en_US |
