Ut fra variasjoner i press på strandsonearealene i Norges kystkommuner har man sett behovet
for en differensiert strandsoneforvaltning. 25. mars 2008 ble statlige planretningslinjer for
differensiert forvaltning av strandsonen langs sjøen (SPR) fastsatt. Der deles alle
kystkommunene inn i tre ulike soner basert på det presset strandsonearealene i hver enkelt
kommune er under.
Denne oppgaven omhandler SPR sin sone 3, ”områder med mindre press på arealene”, og
datainnsamlingen, i form av kvalitative intervjuer, er gjort i kommunene Karlsøy og Tromsø,
samt hos Fylkesmannen i Troms. Dokumentstudier og juridiske analyser er benyttet som
supplerende metoder.
Karlsøy og Tromsø er svært ulike, spesielt med tanke på befolkningstall og –tetthet. Dette
reflekteres i stor grad på hvilket press strandsonen i de to kommunene er utsatt for. Likevel er
kommunene plassert i samme sone i SPR.
I Tromsø kommune var informantene generelt positive til statlige føringer på den lokale
forvaltningen. SPR ble ansett som en bekreftelse på at den praksis kommunen lenge har ført
for sine strandsonearealer er korrekt. Fordi man lenge før innføringen har forvaltet
strandsonen i kommunen i tråd med SPR, tror man ikke at retningslinjene vil føre til noen
endringer, verken på plan- eller dispensasjonsområdet. I kommuneplanens arealdel er det
nedfelt generelle bestemmelser om at byggegrense langs sjøen følger vegen der denne ligger
nærmere enn 100 meter fra strandlinjen.
I Karlsøy var man noe mer avmålte angående statlige føringer på det kommunale selvstyret,
fordi disse ofte pålegger kommunene ulike krav, og peker på hvilke hensyn, som skal følges
opp i planarbeidet, og slik kompliserer arbeidet til kommunen. Ingen av informantene hadde
en opplevelse av at SPR pålegger kommunen noen ytterligere krav, og informantene stilte seg
nøytrale til disse retningslinjene. Karlsøy har en gammel og utdatert arealdel til
kommuneplanen, og en ny er nå under utvikling. Der vil kommunen innføre samme
bestemmelse om byggegrense langs sjøen, som man har i Tromsø.
SPR påpeker kommunenes lovfestede mulighet til å inkludere strandsonearealer i sine
arealplaner, der byggegrense er avsatt. Noen steder er dette enklere sagt enn gjort fordi ulike
lokale forhold begrenser kommunenes muligheter for samfunnsutvikling. Begge kommunene

inngår i reinbeiteområder, så samisk reindrift er en tung interesse når det gjelder arealbruk.
Selv om strandsonen utgjør viktige arealer for reindriften, nevnes ikke reindrift i SPR. Den
kystalpine naturen er også et lokalt forhold som får betydning for strandsoneforvaltningen i
mange nordnorske kommuner. Bratt terreng og rasfare gjør noen steder at sjønære områder er
det eneste man har å ta av for utbyggingsformål. I slike områder åpner SPR for en videre
adgang for kommunene til å tillate tiltak i strandsonen.
Foreløpig synes ikke SPR å ha bidratt til noen endringer i saksbehandlingen for
strandsoneforvaltningen i Karlsøy og Tromsø, men retningslinjene peker på viktige
argumenter for en økt grad av planlegging, og en lavere andel dispensasjonsbasert utbygging,
i strandsonen. Slik kan SPR vise seg å føre til endringer på sikt. Based on variations in pressure on shoreline areas in Norway’s coastal municipalities, the
government has seen the need for differentiated management of these areas. 25th March 2008
the National Policy Guidelines for a Differentiated Management of the Shoreline along the
Sea (SPR) was determined. All coastal municipalities are divided into three zones based on
the pressure in the coastal areas. In each zone the general ban for building in coastal areas,
according to the Planning & Building Act, are meant to be enforced differently.
This paper focuses on zone 3 in the SPR, “areas with less pressure”. The data is collected
through qualitative interviews with representatives from the municipalities Tromsø and
Karlsøy, and from the County Governor in Troms.
Karlsøy and Tromsø are very different, especially in terms of population numbers and density.
This is highly reflected in the pressure on the shoreline areas in these municipalities. Yet they
are located in the same zone in the SPR.
The informants in Tromsø were generally positive about national guidelines for the local
management. SPR was considered as recognition of the practice the municipality is following
in managing the shoreline areas. Because the management of these areas have been in
accordance with the SPR, since long before they became determined, neither of the
informants in Tromsø considered them to present any changes, neither in the planning subject
nor in the exemption subject. In the main local area plan in Tromsø there are laid down some
general provisions on the borderline for building in coastal areas. In the areas where the road
is closer to the waterline than 100 meters, the road is used as a practical borderline. In Karlsøy the informants were somewhat more modest about state restrictions on municipal
autonomy, because these often point out different requirements the municipalities have to
follow in their planning. Such restrictions and guidelines may complicate the work of the
municipality. None of the informants in Karlsøy felt this occurred after the determination of
the SPR, and the informants were more neutral towards these guidelines. The main local area
plan for Karlsøy is old and outdated, and a new one is in development. In the new plan the
municipality wishes to include the same general provisions about the borderline for building
along the shore, as in Tromsø.
The SPR for zone 3 points out the municipalities’ opportunity to include shoreline areas in
their plans, in which a borderline for building is deposited. Yet in some places different local
conditions restrict the municipalities’ opportunities for social development. Both Tromsø and
Karlsøy are included in reindeer regions, so reindeer husbandry is an important interest in
terms of land use. Although coastal areas constitute some of the main areas for reindeer,
reindeer husbandry is not mentioned in the SPR.
The coastal alpine nature is also an important factor that affects management of coastal areas
in many northern Norwegian municipalities. Steep terrain and landslide threats, often make
the areas by the sea the only suitable building locations. The SPR points out the building
opportunity the municipalities have in such areas.
The SPR does not seem to have brought any changes in the management of coastal areas for
Karlsøy and Tromsø, yet. The guidelines point out important arguments for a greater degree
of planning, and less exemption based development in the coastal zone. SPR may bring some
changes in the future.
