Politikarane og KOSTRA : eit verktøy for å styra kommunane

Abstract

Kommunane i Norge har ein heilt anna kvardag nå enn dei hadde bare får nokre tiår sidan. New Public Management som førte med seg større fokus på effektivitet og meir bruk av både konkurranseutsetting og privatisering har bidrege til denne endringa I denne oppgåva har eg sett på forskjellar i omfanget av KOSTRA-bruken internt i administrasjonen og bruken som er retta mot politikarane. I tillegg til dette så er det også sett på forhold rundt bruken både hos administrasjonen og hos politikarane. Undersøkingane er gjort med å senda ut to spørjeskjema til alle kommunane, eit til administrasjonen og eit til politikarane. Resultata i frå undersøkinga visar at bruken av KOSTRA er størst i dei store kommunane både i administrasjonen og mot politikarane. Når kommunane er delt inn etter delen frie disponible inntekter så bruken størst hos dei som har den minste andelen i administrasjonen. Bruken mot politikarane ser ein ikkje den same trenden. Oppgåva visar også at kommunar som brukar KOSTRA mykje internt i administrasjonen har også ein større bruk retta mot politikarane. I tillegg visar resultat at endringa i KOSTRA-bruken er størst der kor bruken er minst. Dette gjer at KOSTRA-bruken vil blir meir og meir lik. Den andre delen ser på forhold rundt bruken til politikarane. Det første er om politikarane sitt forhold til KOSTRA er avhengig av administrasjonen sitt forhold. Her ser ein at både politikarane og administrasjonen ser nytten av KOSTRA, men forholdet til KOSTRA blir ikkje påverka av korleis den andre parten er på KOSTRA. Etterpå så er det korleis omfanget av bruken påverkar politikarane. Her er det ingen samanheng mellom bruken mot politikarane og korleis politikarane forhold seg til KOSTRA-tala. Det siste som oppgåva visar er at politikarane ikkje setter krav til presentasjonen av KOSTRA-tal. Totalt ser ein at bruken er størst hos dei som har incitamentet til å bruka det mest. Men at bruken blir meir lik på tvers av gruppene. Når det gjeld politikarane ser det ut til at dei ikkje blir påverka av omfanget eller negative holdningar hos administrasjonen til KOSTRA. Today municipals in Norway have a very different workday than just for couple of decades ago. New Public Management with its focus on greater efficiency and more use of measures like competition and privatization has contributed to that. In this paper, I am looking at differences in scope that the public administrations use KOSTRA to private use and against the politicians. Additionally the paper looks at how the administrations and the politicians deal with the use of KOSTRA. To get the information from the municipals I send them two different surveys, one to the public administration and one to the politicians. The results from the survey show that the use of KOSTRA is greater in big municipals both in the administration and with the politicians. When the classification of municipals is income, is the greatest use of KOSTRA in the poorest municipals. With the use against the politicians, I could not see any differences in use from the poorest to the richest municipals. The outcome of the survey shows that administrations with a big use of KOSTRA also have a great use against the politicians. When the change is biggest in the municipals with the lower use, the use of KOSTRA is going to get equal in time. The second part looks at circumstances in the use against the politicians. First is it if the benefit of KOSTRA for the politicians dependent on benefit for the administrations. This question show that both administration and politicians see the benefit of KOSTRA, but the advantage is not depending on how the other part deals with KOSTRA. The use of KOSTRA is the greatest in the municipals with the biggest incitement to use it, but it seems to get more similar in time. The politicians are not under the influence of the administrations quantity of use or negative attitude to KOSTRA.
