Sammendrag
Hvordan oppnå bærekraftig mobilitet i mellomstore byer?
Bakgrunnen for denne masteroppgaven er det nasjonale målet om å redusere bilbruken og reisebehovet i alle byområder med miljø og kapasitetsutfordringer. For å imøtekommet dette målet blir mobilitet trukket frem som en mulig løsning. Begrepets betydning er derimot omdiskutert og uklart. En sentral del av oppgaven vil være å undersøke begrepets betydning, med et særlig fokus på steders fysiske, funksjonelle, sosiale og kulturelle ulikheter. Dette gjøres ved å ta utgangspunkt i den mellomstore byen, grunnet et lite fokus og prioritering av disse byene. Arendal utgjør et godt eksempel på en slik by, hvor det i dag arbeides med en felles areal – og transportplan for regionen. Målet for oppgaven var å komme opp med hvilke premisser som bør ligge til grunn for en mobilitetsplanlegging i mellomstore byer. Utgangspunktet for dette arbeidet var fire delområder i Arendal.
Oppgaven består av en dokumentgjennomgang av politiske føringer, en teoridel og en empirisk casestudie. Teorigrunnlaget inkluderer bærekraftig byutvikling, mobilitet, stedsteori og bypakker. Den empiriske casestudien kartlegger fysiske og funksjonelle forhold på de fire delområdene. De sosiale og kulturelle forholdene er basert på resultater fra en kvantitativ spørreundersøkelse som er utarbeidet spesielt for denne oppgaven. Alle disse delene presenteres i en matrise hvor de fysiske, funksjonelle og sosio – kulturelle forutsetningene kartlegges og prioriteres. Resultatet er seks foreslåtte premisser for mobilitet, som kort kan oppsummeres i å sette menneskets behov i senteret av planleggingen. Det er også nødvendig med en helhetlig bruk av eksisterende ressurser og strukturer for fleksible og sømløse transportløsninger. Premissene som foreslås bør ses i sammenheng med hverandre. Siste del av oppgaven presenterer mulige konseptuelle løsninger for de ulike delområdene, og som svarer til de foreslåtte premissene. How can towns achieve sustainable mobility?
This thesis is based on Norway’s national goal to reduce the requirement of travels, especially by car, in all urban areas with environmental and capacity challenges. Sustainable mobility is presented as one possible way to solve this challenge; however, it is a debated term with an unclear definition. A central part of this thesis is therefore to clarify the meaning of the term, as well as the physical, functional, social and cultural differences of towns. Due to a lack of prioritizing of towns, this will be the focus in this thesis. Arendal is currently working on a strategy for the development of the regional land-use and transportation system. The goal for the thesis was to suggest premises for sustainable mobility planning in towns, based on four different areas in Arendal.
The thesis is made up of a review of political guidelines, theoretical background and an empirical case study. The theory includes sustainable urban development, mobility, theory of places and policy packages. The empirical case study maps physical and functional conditions of the four case areas. The social and cultural conditions are based on results from a quantitative survey, which was created for this thesis. The findings are presented in a matrix, where the physical, functional and socio-cultural conditions are analysed and prioritized. This results in a suggestion of six premises for sustainable mobility in towns, which are all correlated. The findings conclude that it is necessary to plan around the requirements of man Existing resources and structures should be used to create flexible and seamless travel solutions. The last chapter of the thesis presents conceptual solutions for the four case areas in Arendal. The last part presents possible conceptual solutions for the various case areas in Arendal.
