Bygda på sykkel : strategier og prinsipper for tilrettelegging for sykling i bygdemiljø med Bø i Telemark som case

Abstract
Denne oppgaven ser på hverdagssyklister sin opplevelse på den daglige sykkelturen på veg til jobb, skole eller togstasjon. Dette for å undersøke hvordan man kan gjøre det mer attraktivt å sykle i bildominerte bygdemiljø, og hvordan strategiske løsninger kan bedre syklistenes opplevelse. Tematikken er interessant siden det de siste årene har blitt et økt søkelys på at distriktene skal utvikle gode knutepunkt, bruke mer miljøvennlige transportformer og bedre folkehelsen blant innbyggerne.
For å kunne si noe om syklistenes opplevelse på den daglige sykkelturen i bygdemiljø, er det nødvendig å ha kunnskap om stedsteori og Den europeiske landskapskonvensjonen. Det er også nødvendig med en forståelse av det fenomenologiske perspektivet av opplevelse, syklistenes måte å bevege seg på, hvordan de leser sine omgivelser og hva de ser av muligheter. For å studere temaet har jeg valgt å bruke landskapsressursanalyse. Dette er en todelt metode som består av beskrivende sekvensanalyser av sykkelstrekningene og, i tillegg til intervju med syklister som bruker traseen daglig. Metoden har som formål å gi et innblikk i ressursene og mulighetene som finnes i området, for å videreutvikle sykling som transportmiddel og særpreg i bygdemiljø.
Casestudiet i oppgaven har vært min egen hjembygd, Bø i Telemark, som både har valgt å satse på smartere areal- og transportplanlegging og sykkel som framkomstmiddel. Bygda er et trafikknutepunkt og regionsenter i distriktet, og er i sterk vekst. Hovedutfordringer ligger i høy andel interntrafikk og den lokale rånekulturen. Dette gjør at bilen står veldig sterkt i forhold til andre transportmidler.
Viktig funn som kom ut av analysene var:
• at det i overgangen mellom det landlige og urbane var brudd i sykkelflyten
• at syklistene ikke har noen plass i trafikkbildet
• at sykkelflyten var den viktigste faktoren for syklistene
• at syklistene vil unngå trafikkerte veger til fordel for natur og roligere omgivelser.
Ut ifra kunnskapsgrunnlaget og casestudiet, utledes tre generelle strategier som er vesentlige for å tilrettelegge for sykling i bygdemiljø: linjeføring, kritiske punkt og sykkelkultur. For Bø spesielt, har jeg utviklet konseptuelle løsninger med forslag for hvordan man kan løse linjeføring av sykkelveger, håndtere kritiske punkt og hvordan man kan bygge en sykkelkultur. Fra dette arbeidet konkluderer oppgaven med tre prinsipper, en for hver strategi. Dette er tilrådninger for hvordan man bør planlegge for mer sykling i bygdemiljø med mål om å bedre syklistens opplevelse. This thesis looks at the experience of everyday cyclists on their daily commute to work, school or train station. This is done to examine how cycling can be an attractive means of transportation in a car based, rural environment. Another aim is to investigate strategic solutions to improve the cyclists’ experience. Rural areas are experiencing an increasing focus on development of a well-functioning transport hub, with environment-friendly modes of transport, as well as increasing public health.
Place theory and the European Landscape Convention is the theoretical foundation that this thesis is based on. A phenomenological approach is also necessary to understand the cyclists’ experience. Lastly, an understanding of the movements of cyclists’, how they read their surroundings and which possibilities they see in their environment, are essential. I have chosen to use landscape resource analysis to study the subject; a method in two parts, consisting of a descriptive sequence analysis of the cycling paths, as well as interviews with cyclists who use the route daily. The purpose of the method is to provide an insight in the resources and opportunities that exist in the area, for further development of the bicycle as a means of transport, and enhance the characteristics in the rural environment.
The case area for this thesis has been my hometown, Bø i Telemark. The town and municipality has had a twofold planning strategy, focusing both on the bicycle as a vehicle for transport, and on smarter land-use and transportation planning. The town is experiencing an increasing growth in population and is a hub in the. Key challenges lie in the high proportion of internal traffic and local “rånekultur”, which means that the car is dominating/ prioritized compared to other means of transportation.
Important findings that emerged from the analyses were:
• the transition between rural and urban was a disruption in the cyclists’ flow on the bike
• that the cyclists have no indicated space in the traffic
• the most important factor was the cycle flow
• cyclists favour nature and quiet surroundings compared to congested roads
Based on the knowledge from research, literature and the findings from the case study, the thesis presents three strategies that are all essential when facilitating for cycling in a rural environment. These are alignment, critical points along the cycle route and cycle culture. I have developed conceptual solutions for Bø with suggestions on how to plan bicycle routes, solve critical points and how to build a bicycle culture. The thesis concludes with three principles, one for each strategy. These principles are recommendations for planners on how they can facilitate for more cycling in a rural environment, with the goal of improving the experience.
