Langøyene : et rekreasjonsområde

Abstract

I denne oppgaven undersøker jeg hvordan offentlig forvaltning av Langøyene, et populært rekreasjonsområde, har fungert etter en omfattende oppgradering. Øya er et viktig sted for mange – og det er mange hensyn å ta vare på i forvaltningen.

Fokuset er på hvordan forvaltningen håndterere balansen mellom naturmangfoldet og friluftslivet, og hvordan ulike brukergrupper påvirker og påvirkes av forvaltningen. Ulike beslutninger i forvaltningen spiller en stor rolle på ulike brukergrupper, siden valg kan berøre den enkelte.

Dermed er det viktig å ta beslutninger som er forankrer i nasjonale, regionale og kommunale føringer, slik at valgene i forvaltningen er hensiktsmessige og ikke virker innholdsløs. Oppgaven tar for seg viktigheten av grønnstruktur, rekreasjon, samt forvaltningsverktøy som brukes for å sikre sosial, økonomisk og bærekraftig utvikling.

Gjennom analyser og forslag til forbedringer, gir oppgaven innsikt i hvordan Langøyene har gjennomgått en større forvandlig de siste årene – og måter det kan styrkes og opprettholdes langsiktig. Da med fokus på naturmangfold og rekreasjon.

Det finnes flere ulike utfordringer, både lokalt og regionalt man møter på i forvaltningen – og teorien kan vike fra praksis. Med hjelp av litteraturgjennomgang prøver jeg å minimere gapet mellom teori og praksis, for å bedre forståelsen av realistiske tiltak som kan gjennomføres i forvaltingen.

In this assignment, I how public administration of Langøyene, a popular recreational area, has functioned following extensive improvements and upgrades. The island holds significant importance for many due to the short distance from the city-center and its recreational use.

The focus is on how different policies and administration manages the island considering its unique biodiversity and various user groups influence the island, and how the administration influences the users. Decisions made by the governing body, Bymiljøetaten play a big role for various user groups, as choices can affect individuals.

Thus, it’s important to make decisions grounded by knowledge of the national, regional local regulations. Then it will ensure that the administrative choices are of purpose and not unpredictable of the users.

This thesis addresses the importance of green infrastructure, recreation and nature experiences, as well as looking into management tools used to ensure social, economic and sustainable choices for the island is made. Through analysis and proposed further improvements, the thesis provides insight into how Langøyene has undergone a huge change in recent years – and in ways it can be strengthened and sustained long-term, with a focus on biodiversity and recreation.

Though various challenges have faced Langøyene in recent years. The administration can counter it by making smart choices to minimize a gap from theory and practice. This will ensure decisions are that of realistic measures that can be implemented by workers and administration.
