Assessing Norway´s climate action plan for 2021-2030 : a transformative approach to climate change mitigation?
Abstract
This bachelor thesis examines Norway`s Climate Action Plan (CAP) for 2021-2030 and its approach to climate change mitigation within the Land Use, Land Use-Change, and Forestry (LULUCF) using the theoretical approach of deliberate transformation. The thesis employs a case study, which utilizes secondary data and literature reviews as methodology, to investigate the Norwegian government`s approach to transformation and climate action. The analysis of the thesis reveals a misalignment between the CAP`s mitigation approach and the principles of deliberate transformation. Rather than promoting radical, systemic changes, and fostering participation, the CAP primarily relies on economic incentives and sanctions to achieve its mitigation goals in the LULUCF sector. The CAP`s mitigation approach falls short of the transformative potential envisioned by deliberate transformation and instead perpetuates a conventional, market-based approach to climate change mitigation.
