Background: Both the government and business points to circularity and the bioeconomy in connection with the green shift. In the forest sector, this has become a driver for innovation (Weiss et al., 2021). Circularity and bioeconomy are both closely linked to the case project in this study, SirkTRE. They have received funding to create a fully circular value chain for wood, where the development of innovation is an important element for success. The project desire to establish and develop an innovation system. Purpose: The purpose of this study has been to gather empirical data to answer the thesis statement of how to develop an innovation system for a circular value chain for wood. The Thesis statement is answered with the help of two research questions, based on the study's theoretical framework. The purpose for the research questions is to answer which functions that are important in the development of the innovation system, and the sector’s willingness to cooperate. Method: This study has used action research as a methodological approach. In addition, Design Thinking has been used as a tool during the process, through its three phases: collecting user needs, idea generation, and testing. The functions were identified by gaining user insight from the various users of the system, before this insight was used further in an idea generation phase, followed up by a testing phase. Findings and implications: Several of the functions that are described as essential for an innovation system in the theory, also proved to be important for SirkTRE. These should be the basis when developing an innovation system. The empirical evidence in this study has also highlighted a need for closer collaboration between the actors in the project, at the same time as several actors in practice seem to have doubts regarding collaborative tasks. To implement the theory in practice, leadership and a culture for innovation are required. In addition, Design Thinking can be an appropriate tool to highlight the perspectives of the users in the innovation system. This study is also regarded as a theoretical contribution for how one can develop an innovation system, which is evidently something few have focused on as the theoretical discourse for innovation systems is mostly analytical (Lundvall, 2007).en_US
