dc.description.abstractRapporter og undersøkelser de senere årene viser til en stor reduksjon av naturmangfold globalt og lokalt. I Ipbes rapporten fra 2019 sammenlignet FN tapet av naturmangfold med klimaendringer i konsekvensene det kan ha for vår fremtid. Menneskelig inngrep i naturen har ført til at så mye som 75 prosent av landbasert naturmangfold har blitt negativt påvirket, og tallet er stadig økende. Den største påvirkningsfaktoren for naturmangfold er arealendringer. Som hovedplanaktør i Norge har kommunene et unikt ansvar, og en stor mulighet for å bedre forvaltningen. I norsk forvalting er kunnskapsgrunnlaget en utfordring. For å utarbeide et effektivt verktøy for forvaltingen har miljødirektoratet initiert et prosjekt som heter «kommunedelplan for naturmangfold». Delplanen skal sette naturmangfoldet i en stedsspesifikk kontekst, samle informasjon og være et verktøy for forvaltingen. I masteroppgaven har jeg tatt for meg Fredrikstad kommune som case-studie og har gjennom intervjuer med kommunen, interesseorganisasjoner og miljødirektoratet undersøkt delplanen og kommunens arbeid med naturmangfold. Masteroppgaven er utarbeidet som en kvalitativ studie og hovedvekten av empirien er basert på intervjuer. Datamaterialet ble diskutert og vurdert i lys av teorien. De teoretiske perspektivene fokuserer på sammenhengen mellom planlegging og naturmangfold, og hvilke praktiske innfallsvinkler som er viktige i planleggingen for naturmangfold. Resultatene fra empirien viser til et delplanarbeid som har arbeidet utfra en helhetlig tilnærming til naturmangfold, og med bred involvering fra forskjellige aktører. I det kommunale arbeidet for naturmangfold fremstår eksterne aktører, helhetlig forvaltning og ressurser – i form av fagpersoner og økonomiske midler - som avgjørende for hvordan kommunen forvalter egne naturverdier. Datamaterialet viser til en økende forståelse for naturmangfold i et planleggingsperspektiv, og delplanen fremstår som et viktig verktøy for fremtidig forvalting. Det er allikevel fortsatt et stykke å gå før man kan si delplanen er førende for forvaltingen og stiller sterkt i planleggingen. Som verktøy har delplanen gode muligheter for å forbedre norsk forvalting, om den bare tas mer effektivt i bruk.en_US
dc.description.abstractNewer research shows an alarming reduction of biodiversity on both local and global scale. The United Nation’s 2019 Ipbes report compares the loss of biodiversity with climate change in the adverse effects it can have on the future of our planet. 75 percent of land-based biodiversity has been negatively affected by human impact, and the number is rising. Land-use change is the largest threat to biodiversity on land. In Norway municipalities are the main planning agents, and thus have a unique responsibility—and possibility—to improve the conservation of biodiversity. Lack of a strong knowledge foundation is a challenge in Norwegian planning practice. The Norwegian environmental agency has therefore proposed a “Municipality plan for biodiversity” as a tool to plan for biodiversity on a local level. The goal of this plan is to place the biodiversity unique to each municipality in a time- and place-specific context, to gather information, and to act as a tool for conservation purposes. In my master thesis I have chosen Fredrikstad municipality as a case-study, and, through interviews with the municipality employees, local nature groups and a representative from The Norwegian environment agency, researched how Fredrikstad plans for biodiversity and how the proposed municipality plan for biodiversity might have impacted planning practice. The master thesis is a qualitative study, and the main emphasis has been on data gathered through interviews. The theoretical perspectives focus on the link between planning and biodiversity. The empirical findings have been discussed in light of these theories. My research shows that the planning process for the biodiversity plan included a holistic approach to biodiversity with broad participation from different groups. Regional participation, a holistic conservation perspective, and resources are important for how the municipality prioritizes biodiversity. The empirical findings demonstrate an improving understanding in the municipality of biodiversity in a planning perspective and shows that the municipal biodiversity plan is an important tool for future planning. There is however a way to go before this plan is decisive in municipal planning practice. The biodiversity plan is fruitful as a tool to improve Norwegian conservation practices, but it has to be put to more effective use.en_US
