dc.description.abstractVindkraft utgjør per dags dato en liten, men stadig voksende del av den norske elektrisitetsproduksjonen. Samtidig som vindkraft potensielt kan bli en betydningsfull fornybar energikilde i forbindelse med det grønne skiftet, er det en realitet at denne utbyggingen er svært kontroversiell og en potensiell kilde til konflikt. Utbyggingen av vindkraft er også et eksempel på hvordan globale og nasjonale målsetninger om å redusere utslipp av klimagasser, får konsekvenser på det lokale nivået. Det er i norske kommuner at vindkraften må bygges ut, og det er der man ser mange av de negative, men også positive konsekvensene av en slik utbygging. Konfliktene som kan oppstå handler ikke bare om hvordan arealene skal disponeres, men også om hvordan kommunen som et demokratisk folkevalgt organ har mulighet til å påvirke slike utbyggingsprosesser i regi av nasjonale konsesjonsmyndigheter. I denne studien undersøkes problematikken gjennom en casestudie av Tonstad vindpark i Vest-Agder, hvor tre kommuner, Sirdal, Flekkefjord og Kvinesdal, har vært involvert i konsesjonsprosessen på ulike tidspunkt. Fokuset i studien ligger på kommunen som aktør. Oppgaven har en kvalitativ tilnærming, og datamaterialet er samlet inn gjennom dybdeintervjuer med representanter fra kommunene, samt dokumentanalyse av relevante dokumenter, slik som sakspapirer, høringsuttalelser, konsesjonssøknad og aktuelle planer. Studien viser at kommunene vurderer konsesjonsprosessen noe ulikt, og at dette har sammenheng med i hvilken grad kommunene er blitt berørt av utbyggingen. Kommunene gjennomførte nøye vurderinger før de tok stilling til saken, og flere hensyn ble veid opp mot hverandre før endelig innstilling ble gitt. Videre viser studien at det er utfordrende for kommunene at konsesjonsprosessen har gått over flere år, og at prosjektet har endret seg vesentlig underveis. Det trekkes særlig fram at utformingen av vindparken har endret seg mye fra konsesjonssøknaden ble sendt til NVE til endelig utbygging. Det har dessuten vært utfordringer knyttet til blant annet korte høringsfrister og oppfylling av gjensidig bindende erklæringer. Kommunene trekker også fram at det er en utfordring at NVE, som konsesjonsmyndighet, befinner seg i en annen del av landet og ikke innehar den samme lokalkunnskapen om området som bygges ut. En annen utfordring som gjør seg gjeldende, er at kommunens innbyggere har visse forventninger til deltagelse og påvirkningsmuligheter i en konsesjonsprosess som er styrt av NVE og ikke kommunen, slik som ved vanlig kommunal saksbehandling. Selv om funnene i denne studien er knyttet til ett spesifikk case, er det nærliggende å tro at funnene også har relevans for andre vindkraftutbygginger.en_US
dc.description.abstractWind power currently constitutes a small, but growing part of the Norwegian energy production. While wind power potentially can become a significant renewable energy source in connection with the green shift, development of wind power is also controversial and a potential source of conflict. Development of wind power is an example of how global and national targets to reduce greenhouse gas emissions have consequences at the local level. The development is localized to various Norwegian municipalities and it is on this level the various negative and positive consequences of the process are seen. The potential conflicts that may arise, are not only related to the use of land, but also to how the municipality as a democratically elected body is in a position to influence the development processes under the auspices of national concession authorities. The present dissertation examines this issue in a case study of Tonstad vindpark situated in the county of Vest-Agder, where the municipalities Sirdal, Flekkefjord and Kvinesdal have been involved in the concession process at various stages. The focus of the dissertation is on the municipality as a participant. The dissertation has a qualitative approach and the empirical data have been collected by doing exhaustive interviews with representatives from the municipalities and the examination of relevant case documents, consultative statements and the concession application. This study indicates that the municipalities are approaching the concession process slightly differently, and this is related to the extent of which they are affected by the development. The municipalities carried out careful evaluations before making their decision, and various considerations were weighed before the final decision. Further, my study reveals that it is a challenge for the municipalities that the concession processes are stretching out over years, and that the plans for the development projects are changing en route from the initial plans to the final version. It is particularly noted that the design of the wind farm has been changed from the concession application to the final development. There are also challenges of short deadlines for consultative statements and the meeting of mutually binding obligations. The municipalities also note that it is problematic that the concession authority NVE is located in another part of the country and may lack local knowledgde of the actual area. Another challenge that arises is that the residents of the municipality expect to be able to participate and influence a process which is governed by NVE and not the municipality, such as with ordinary municipal case processing. Although the findings in this study apply to one specific case, it is likely to be of relevance to other wind power projects.en_US
