dc.description.abstractSosial bærekraft har den siste tiden blitt et populært begrep å bruke i samfunnsplanlegging. Likevel, hva det konkret er, er det mange definisjoner på. Formålet med oppgaven er derfor å konkretisere begrepet, slik at det passer bedre den norske plankonteksten. Innledningsvis blir sosial bærekraft konkretisert etter Hofstad og Bergsli (2017) sin definisjon av begrepet. I definisjonen fremgår det at en av dimensjonene begrepet består av, handler om demokratisk deltagelse og rettferdig tilgang til goder og ressurser. Oppgaven argumenterer derfor for at man gjennom medvirkning kan klare å nå denne dimensjonen av sosial bærekraft. Dermed kan medvirkning ses på som en inngangsport til den sosiale bærekraften. Medvirkning er derfor en viktighet i seg selv, og et virkemiddel. Folketråkk pilot II er et prosjekt i regi av DOGA (Design og Arkitektur Norge), og blir benyttet som case. I prosjektet fikk to pilotkommuner, Drammen og Flesberg testet alternative medvirkningsmetoder. Oppgaven har fokus på metoden som Flesberg kommune brukte, som var en brukerundersøkelse. Undersøkelsen ble utarbeidet av DOGA sammen med kommunen med innspill fra utvalgte innbyggere. Problemstillingen som oppgaven forsøker å besvare er derfor: «Hva får kommunen ekstra som følge av å tilrettelegge for medvirkning enn plan- og bygningsloven oppstiller som minstemål?». Gjennom litteraturstudie blir det kartlagt hva medvirkning utover minstekravet kan føre til. Dette er bedre resultat, mer demokratisk by- og stedsutvikling, bedre tillit til folkevalgte, en mer myndiggjort borger som er bedre tilknyttet sitt nærmiljø. Gjennom intervjuprosessen med informanter har det blitt tegnet et bilde av at alle komponenter ikke er like lette å besvare på det gitte punktet. Den kommunale administrasjonen og politikere var mest tydelig på spørsmål om demokrati og kunnskapsgrunnlag. Mens for innbyggerne var det lettest å ha noen tanker om selve prosessen som de har vært med på. Oppgaven konkluderer med at medvirkning som har funnet sted i Flesberg, har ikke ført til alt teori setter opp som resultat, men legger vekt på at det likevel har blitt skapt et godt utgangspunkt hvor man på sikt faktisk kan nå alle målene like godt. Forutsetningen for dette avhenger av hvordan kommunen velger å analysere den og bruke den innsamlede data, og hvorvidt de kommer til å ha flere lignende medvirkningsprosesser utover minstekravet.nb_NO
dc.description.abstractSocial sustainability has turned out to be a popular phrase in the modern city and regional development. However, the meaning of the phrase is ambiguous and open for interpretation. The aim of this thesis is to define the term, in a Norwegian context to suit the Norwegian way of regional planning. The thesis starts by molding the term based on Hofstad and Bergsli’s (2017) definition of it. They establish four core dimensions to define the term, one of which is; democratic participation and the fair/just access to goods and resources. This paper argues that one through participation can achieve a better social sustainability. In other words, participation can be a gateway to social sustainability. Participation is therefore of upmost importance, but also a tool. “Folketråkk pilot II” is an ongoing project started and maintained by DOGA (Design and Architecture Norway) which is the basis of the case-study. Two different municipalities are pilots for this project to test alternative participation methods. This thesis is based on only one of the municipalities; Flesberg Kommune, who used a participant survey. The survey was developed by DOGA in partnership with the municipality and a collection of its citizens. The main topic is therefore defined as: “What does the municipality get in return by facilitating for more citizen participation than what it’s instructed by law to do as a minimum?” Through the literature research one can start to palpate what facilitation can lead to. A better result, a more democratic city- and regional development, bigger trust to the elected politicians, a more empowered citizen who is more related to their community. In my interviews with the citizens a more complex picture unfolded, which showed that there were many components which was hard to comprehend. The elected politicians and administration of the municipality was more eager to turn the searchlight on more democratic and knowledge-based questions. The citizens however found they had more concise thoughts for the processes they had participated in themselves. The thesis discusses that the participation, as seen in Flesberg, didn’t reach the foreshadowed results from the theory books, but nonetheless points out that a well-made foundation had been made in order to reach all the goals stated in the start. The prerequisite to reach these goals will be on the municipality to make use of and analyze all the data they’ve brought in, and if they want to facilitate new participation-processes above the minimum again.nb_NO
