dc.description.abstractDet siste tiåret har man sett en betydelig økning i antall turister som kommer til Lofoten. Denne utviklingen er med på å gi økt press på kulturlandskapet, og den skaper utfordringer for både besøkende og fastboende. Å legge til rette for en aktiv besøksforvaltning er derfor en viktig problemstilling i dette området, aktuell i Nordland fylkeskommune sitt besøksforvaltningsprosjekt for reiselivsregion Lofoten. Denne oppgaven bidrar med innspill til arbeidet med besøksforvaltning i Lofoten med utforming av besøksstrategier som kan balansere ulike gruppers interesser i landskapet, samt bidra til lokal verdiskapning. Strategiene som presenteres i oppgaven vil kunne sikre gode opplevelser for besøkende og fastboende, og bidra til en bærekraftig utvikling av kulturlandskapet. På et overordnet nivå er oppgavens studieområde avgrenset til Vest-Lofotens ytterside, en underregion av landskapsregion Lofoten og Vesterålen. Denne landskapsregionen kjennetegnes av bratte fjellsider og hvite sandstrender. Oppgaven fokuserer videre på strendene som er tilknyttet landbruksbygdene Haukland, Uttakleiv og Vik. Disse strendene er viktige attraksjoner for turismen, samtidig som de er viktige rekreasjonsområder for lokalbefolkningen. Blant de tre strendene har Hauklandstranda status som statlig sikret friluftsområde i kommunen. I tillegg til å være svært viktig for det strandbaserte friluftslivet, er Hauklandstranda også et utgangspunkt for flere fjellturer. Imidlertid er de samme områdene også verdifulle produksjonsarealer for landbruket, med jordbruk på strandsletten og beitebruk i fjellsidene. Økt besøkstrafikk gir utfordringer for landbruket i form av periodevis redusert framkommelighet på veiene. Med turstier som går gjennom beiteområdene, oppstår det i tillegg mange møter mellom turgåere og beitedyr som kan være til ulempe for beitebruket. Med Den europeiske landskapskonvensjonen (ELC) som overordnet føring er man i den offentlige planleggingen og forvaltningen av landskap pliktig til å merke seg hvilke krefter som bidrar til endringer i landskapet. Denne oppgaven presenterer, ved hjelp av en landskapsressursanalyse, funn som viser at landbruket er en drivkraft som er avgjørende for å opprettholde landskapskarakteren i området Haukland, Uttakleiv og Vik. Det er altså betimelig å ta stilling til hvordan økt turisme påvirker landbruket, og hvordan man ønsker å ivareta landskapets karakter, preget av en oppdyrket strandflate med karakteristiske grønne beitevoller i fjellsidene. En landskapstilpasset tilrettelegging handler om å legge til rette for at landskapets karakter ivaretas og at hensynet til ulike brukergrupper balanseres opp mot hverandre. Denne oppgaven konkluderer med at en landskapstilpasset tilrettelegging i Lofoten handler om å integrere landbruket på flere nivåer i det pågående besøksforvaltningsarbeidet. Konklusjonen belyser med eksempler hvordan turismen i kulturlandskapet kan håndteres på en måte som skaper synergier mellom turisme og landbruk i et sårbart kystlandskap.nb_NO
dc.description.abstractThe last decade has seen a significant increase in the number of tourists coming to Lofoten. This development contributes to an increased pressure on the cultural landscape of Lofoten, and it presents significant challenges for both visitors and local residents. Ensuring a proactive visitor management strategy is therefore an essential task within this area. This thesis contributes with input aimed towards an enhanced visiting management scheme on the Lofoten Islands. The main input comes in the form of strategy design for visitor management that attempts to balance the interests of different groups in the landscape. The strategies presented in the thesis has potential to ensure good experiences for visitors and residents alike, and enable a sustainable development of the cultural landscape. At an overall level, the thesis’ study area is delineated to Vest-Lofoten’s coastal edge, a sub-region of the Lofoten and Vesterålen landscape regions. These landscape regions are characterized by the presence of steep, sloping mountain and white sandy beaches. The thesis further focuses on the beaches that are connected to the agricultural villages of Haukland, Uttakleiv and Vik. These beaches are important tourist attractions, and simultaneously represent important recreational areas for the local residents. Among the three beaches, Hauklandstranda has the status of a state-protected outdoor recreation area in the municipality. In addition to being invaluable for the beach-centered outdoor activities, Hauklandstranda is a starting point for several mountain treks. The same landscape is also a valuable agricultural production area, with farmland and sheep grazing in the mountains. Increased visitor traffic in the area presents major challenges for the local agricultural output in the form of periodically reduced accessibility on the roads. Furthermore, the hiking trails running through the grazing areas come into conflict with the areas of the grazing animals. The European Landscape Convention (ELC) is a fundamental framework that urges public planning authorities and decision makers to identify and address forces that contribute to changes in the landscape. Employing a landscape resource analysis, this thesis presents findings that display agriculture as a driving force in the landscape, essential for maintaining the landscape character in the area of Haukland, Uttakleiv and Vik. It is therefore critical to assess the manner in which the increased tourism affects the local agricultural practices, and to address how one might safeguard against irreversible changes in the exposed and vulnerable landscapes of Lofoten. The thesis concludes that a visitor management strategy based on an understanding of the landscape in Lofoten means to integrate the agricultural sector into the ongoing visiting management work. The thesis further suggests that solid facilitation of the unique landscape entails action based on the identification of landscape characteristics one wants to preserve, while balancing interests of different user groups. The conclusion illustrates with examples how tourism in the area can be developed with the least possible stress for- and maximum synergies with the local agricultural production.nb_NO
