dc.description.abstractDenne masteroppgaven utforsker et eksplorativt tema, og undersøker nærmere om hovedtema brukermedvirkning i sosiale boligutvikling for økonomisk vanskeligstilte, implementert i private boligprosjekter. Undertemaer som inngår i oppgaven er OPS-avtaler og samskapning. Oppgaven har som hensikt å undersøke i hvilken utstrekning økonomisk vanskeligstilte har anledning til å medvirke/medbestemme i fremtidige tildelingsboliger, og hvor i prosjektfasen bruker bør involveres. Det undersøkes om OPS kan være et fungerende virkemiddel for tettere samarbeid og samskapning. Videre undersøkes det hvorvidt OPS kan fungere som et virkemiddel for bruker, i overgangen fra leie til eie. På bakgrunn av overnevnte er følgende problemstilling: Hvor i prosjektfasen bør bruker av sosiale tildelingsboliger involveres, og i hvilken utstrekning har bruker anledning til å medvirke/medbestemme i sin fremtidige bolig? Innledningsvis i teorien redegjøres det for den sosiale boligpolitikken i korte trekk, dette for å danne overordnet bilde om boligpolitikken fra 1900-tallet til i dag. På bakgrunn av at medvirkning er forankret i nasjonale-, regionale- og kommunale planer og retningslinjer, blir det redegjort for det norske planhierarkiet, og medvirkning knyttet til lovverk og planer. Videre redegjøres det for kommunens rolle, og hvordan privatisering av offentlig planer utspiller seg i medvirkningen for private aktører. Siden oppgavens problemstilling knytter seg opp mot prosjektfaser i et boligprosjekt, redegjøres det for hver enkelt prosjektfase i teorien. Dette gjøres for å etablere en helthetlig forståelse av hvordan lovverk og kostnader inntrer i de ulike prosjektfasene. Avslutningsvis i teorien gis det en omfattende innføring i medvirkning, brukermedvirkning og samskapning. På bakgrunn av Sherry R. Arnstein arbeid, er det utviklet en modell som tar for ulike grader av medvirkning tilknyttet et boligprosjekt. Modellen er illustrerende, og utgjør en sentral rolle i diskusjonen. Overordnet består oppgaven av en teoridel og en empiridel, som anvendes for å besvare de ulike forskningsspørsmålene i drøftelsen. Empirien fremstiller aktørenes ulike syn og oppfatning av de aktuelle spørsmålene. Aktørene fremla klare svar på hvilke krav og vilkår som var nødvendig for om bruker skulle ha medvirkning i prosjektet, hvor i prosjektfasen, og i hvilken grad. I diskusjonen trekkes teorigrunnlaget og lovverket opp mot informantenes oppfatning og svar på forskningsspørsmålene. Dette har resultert i interessante observasjoner og funn.nb_NO
dc.description.abstractThis Master's thesis explores an exploratory theme and examines the main topic about user participation in social housing regarding financially disadvantaged, implemented in private housing projects. The subtopics in this research are public-private cooperation, and co-creation and co-production. The main purpose of this examination is to investigate the extent to which economically disadvantaged have the opportunity to participate in / participate in their future house, and in which phase of the project user should be involved by the developer and municipality. It is being investigated whether public-private cooperation can work as a tool for closer cooperation and co-operation. Furthermore, it is investigated whether public-private cooperation can work as a tool for user in the transition from tenants to ownership in the future. Based on the main topic, and subtopics, the research question is as follows, : In which phase of the project should users of social housing be involved, and to what extent do the users have the opportunity to user participation/influence in their future house? In the introduction of the theory, the social housing policy are briefly described, with the intent of providing an overview of the housing policy form the 1900s until today. Given the influence from national, regional and municipal protocols and guidelines, the Norwegian plan hierarchy with its ties to laws and guidelines are also described. Furthermore, the municipality’s role, and how privatization effects public development plans is also discussed. Because this thesis has a focus on different phases in a real estate development project, each of the phases will be examined separately. The purpose of this is to provide a thorough insight of how regulations and expenses effects each specific phase of the project. The theory part ends with a broad introduction of influences, user influences, and user participation. Based on the works of Sherry R. Arnstein, a model is constructed which explores how external factors influences the outcome of a construction project. This model is illustrative, and provides great support for the discussion part of the thesis. The thesis is structured with a theoretical and a empirical section, which are used to debate the different research issues that are discussed in the discussion section. The empirical part delivers believes and opinions from projects participants regarding the different research issues. The participants provided clear requirements for when, what, and to what extent the end user were allowed to influence the constitution projects. In the discussion, the theoretical fundations, along with current laws and regulations, are considered when analyzing the opinions and answers from the different market participants regarding the research issues. This has resulted in interesting findings and observations.nb_NO
