dc.description.abstractHensikten med masteroppgaven er å undersøke om det eksisterer negative holdninger hos eiendomsutviklere knyttet til konsekvensutredninger (KU). Det blir også undersøkt hva som påvirker eiendomsutvikleres holdninger, både negative og negative. Jeg er av den oppfatning at aktører i bransjen, og kanskje særlig eiendomsutviklere har negative holdninger til KU. Motivasjonene til oppgaven er derfor å oppklare disse spørsmålene. Hypotese er at eiendomsutviklere har negative holdninger til KU, og ønsker å unngå dette kravet. Ut ifra hypotesen blir problemstillingen følgende: «I hvilken grad eksisterer det negative holdninger til KU-systemet hos eiendomsutviklere, og hva påvirker holdningene?» Oppgaven avgrenser seg til kun å omhandle eiendomsutviklere og ikke andre aktører i bransjen. Det er også kun snakk om KU etter plan- og bygningsloven og ikke etter sektorlover. For å løse problemstillingen ble litteraturstudie og semistrukturert intervju anvendt som metoder. I litteraturstudien ble det gjort søk etter litteratur, forskning og teori knyttet til KU, holdninger og eiendomsutvikling. Det ble gjennomført fem intervjuer med eiendomsutviklere fra ulike eiendomsselskaper i Oslo og omegn. Resultatene fra disse blir sammen med resultatene fra litteraturstudien drøftet for å finne løsning på problemstillingen. Resultatene viser at det er behov for endring av KU-systemet da det blir oppfattet som for omfattende og tidkrevende. Det er også behov for å skille ytterligere mellom størrelsen på prosjektene. Altså er det kanskje ikke hensiktsmessig å ha samme krav til et stort prosjekt som for et mindre. Det som påvirker eiendomsutviklernes holdninger er deres egne oppfatninger, og erfaring de har fått etter hvert som de har arbeidet med KU. Et klart flertall har opplevd at deres holdninger har forandret seg fra de først begynte å arbeide med KU, til i dag. Hypotesen blir delvis versifisert, og svaret på problemstillingen blir derfor at det i noe grad eksisterer negative holdninger til KU hos eiendomsutviklerne.nb_NO
dc.description.abstractThis master thesis primary objective is to examine whether the attitude of property developers is conceived to be negative towards environmental impact assessments (EIA). The thesis examines what influences property developers’ attitudes, in both a negative and positive matter. My personal regard is that actors in this business, especially property developers, have a negative attitude towards EIA. The motivation towards resolving these uncertainties is the main driver of this thesis. The hypothesis is that property developers inhabit negative attitudes concerning EIAs, and seek to avoid these if possible. The research questions that emerges from the hypothesis will be the following: “To which degree does negative attitudes towards EIA exist amongst property developers, and what influences these attitudes?” The thesis’ limits include only property developers, and exclude other business actors. The limitations also restrict the thesis to the planning and building act, and exclude sectoring laws. To answer the research questions at hand, study of literature and partially structured interviews were conducted. The literature study includes gathering literature, research material and finding theories connected to EIAs, attitude research and property development. A total of five interviews with property developers was carried out, these were all located in the region within and surrounding Oslo. The results of these interviews were reviewed and discussed in relation to the literature in the thesis to answer the research questions. The results display that the EIA-system require certain changes, as the common perception is that the assessments within the EIA, are too extensive and time consuming. There is also a need to separate projects based on their magnitude. The requirements that concern larger projects, might not be necessary for smaller projects. What influences the attitudes of property developers are their own experience and perceptions from their interaction with EIA. A definite majority explain that their attitudes have adapted over time while working with EIA. The hypothesis of the research is therefore partially verified and concludes that there exist, to some degree, a negative attitude towards EIA amongst property developers.nb_NO
