dc.description.abstractMedvirkning er et av fem bærende prinsipper for folkehelsearbeidet i Norge. Selve begrepet har lenge hatt en relativt bred politisk forankring på nasjonalt nivå. I dagens plan og bygningslov, er det formalisert at enhver har rett til å påvirke offentlige utrednings- og beslutningsprosesser. Dette pålegger norske kommuner å invitere innbyggerne til å medvirke når en ny plan skal igangsettes. Men loven stiller ikke krav til hvordan dette skal gjennomføres, og man har begrenset med kunnskap om hvordan medvirkning bør gjennomføres for at enhver skal føle seg inkludert, og da spesielt barn og unge. Barn og unge under 18 år, er en brukergruppe som ikke er rettighetshavere i formell forstand ved at de ikke blir valset som grunneier eller nabo. Barn og unges vurderinger og opplevelser er forskjellig fra de voksnes og de er aktive brukere av sitt nærmiljø. Dermed er det de som har best kunnskap om hvordan deres nærmiljø bør utvikles videre. De aller fleste kommuner i dag har et eller flere etablerte høringsorgan for barn og unge, der formålet er å få frem deres meninger i saker som angår dem. Det er en større bevissthet om at barn og unges stemmer er viktig å inkludere, der mange kommuner søker etter gode råd og ønsker om mulige fremgangsmåter for hvordan de kan innfri kravet om medvirkning. Sandnes kommune er oppgavens caseområde. Gjennom et kvalitativt forskningsintervju og med et utvalg av informanter fra kommunen, skal jeg basert på deres erfaringer og synspunkter kunne svare på følgende problemstilling; Hvordan er barn og unge involvert i planleggingen i Sandnes kommune? Hvilken innflytelse har de? Og hvordan kan kommunen bli bedre? Studien har hatt en kvalitativ forskningsdesign, ved bruk av semistrukturert intervju som metode. Ni informanter med ulik arbeidstittel fra Sandnes kommune har gitt sine synspunkter og erfaringer om temaet. Utvalget har bestått at politikere, planadministrasjonen og tidligere medlemmer fra Sandnes unge bystyre (Ungdomsråd). Intervjuene ble transkribert til skriftlig form og videre analysert. Funn fra analysen er tilslutt drøftet i henhold til relevant teori og tidligere forskning som omhandler barn og unges medvirkning i den kommunale planleggingen. Faktorer som medvirkningsverktøy, involvering, innflytelse, engasjement, opplæring og kompetanse var viktige temaer ved kartleggingen og organiseringen av resultatene. Resultatene viste at kommunen må bli flinkere til å gi ut mer informasjon og bedre kommunikasjonen. Det var spesielt seks punkter kommunen kunne bemerke seg. Resultatene understrekte også at kommunen har klart å involvere barn og unge i kommuneplanen gjennom tilretteleggelse av fremtidsverksted. Utfordringen har vært å utarbeide en kommuneplan som benyttes som et styringsdokument i den videre planleggingen. Utarbeidelse av reguleringsplaner legger ikke til rette for medvirkning utover lovens minstekrav. Studien viser hvordan maktfordelingen i planarbeidet påvirker medvirkningsarbeidet, der barn og unges stemmer synes å bli svakere jo mer håndfast planforslaget blir. Resultatene viser også at barn og unges opplæring og kompetanse er viktige forutsetninger for å gi mer kraft i medvirkningen.nb_NO
dc.description.abstractParticipation is one of five sustaineble principles for public health-work in Norway. For a long period of time, the term has had a relatively wide political anchorage at the national level. It is formalized in the Planning and Building Act, that everyone has the right to influence public investigation and decision making. This imposes the Norwegian municipalities to invite residents to participate when a plan is about to be launched. However, the Act does not impose requirements on how this should be implemented, and we have limited knowledge of how participation should be implemented to make everyone feel included, especially children and adolescents. Children and adolescents under the age of 18, is a group who does not have the licensee in the formal sense. They don’t get warned as a landowner or neighbour. The ratings and experiences of children and adolescents differ from the adults and they are active users of their local community. Therefore they have the best knowledge of how their local community should be developed further. Most municipalities today have one or more established consultation body for children and adolescents, whose purpose is to bring their views on matters concerning them. There is a greater awareness that children and adolescents voices are important to include, where many municipalities are seeking good advice and wishes for possible procedures for how they can meet the requirement for participation. Sandnes municipality is the subject area of this master thesis. Through a qualitative research interview and with a selection of informants from the municipality, I will based on their experiences and views be able to answer the following research question; How are children and adolescents involved in planning in Sandnes municipality? What influence do they have? And how can the municipality get better? The study has a qualitative research design, using semistructured interviews as a method. Nine informers with different work-titles from Sandnes municipality has given their views and experiences on the subject. The committee has consisted of politicians, the plan administration and former members of “Sandnes unge bystyre” (Youth Council). The interviews were transcribed to written form and further analysed. The findings from the analysis are at last discussed according to relevant theory and previous research that deals with children and young people’s participation in the municipal planning. Factors such as participation-tools, involvement, influence, engagement, training and competence were important topics in mapping and organizing the results. The results showed that the municipality must improve their ability to give more information and improving communication. There were in particular six points the municipality could notice. The results also emphasize that the municipality has managed to involve children and young people in the municipal plan through the organization of a future workshop. The challenge has been to elaborate a municipality plan that is used as a management document in the further planning. The preparation of regulatory plans does not allow for participation beyond the minimum requirements of the Act. The study shows how the power distribution in the planning work affects the participation work, where the children and adolescent voices appear to be weaker the more firm the plan proposal becomes. The results also show that children’s and young people’s education and competence are important prerequisites for giving more power to their participation.nb_NO
