Abstract
Denne studien har undersøkt sosialhjelp-mottakerens tilknytning til arbeid, faktorer som virker positive på jobbtiknytning og fører til at en ikke blir avhengig av offentlig trygd. Studien bygger på et paneldatasett fra FD-Trygd som følger to grupper sosialhjelpsmottakere, en fra 1995-2000 og den andre fra 2008-2013. Ved hjelp av ikke lineære ordinale og binære panelestimatorer, estimeres det parametere som viser tilknytning til arbeid. Beregningen er blitt utført i STATA og SPSS.
Hovedresultat av analysen viser at størrelsen og mottakslengden på økonomisk sosialhjelp har en negativ effekt på arbeidstilknytning. Andre faktorer som har større negativ effekt på arbeidstilknytning, er det å ha utenlandsk bakgrunn og spesielt tilhøre innvandrergruppen ´Afrika og Asia´.
Nytte maksimerings teori viser at sosialhjelp som gis uten krav fører til at mottaker jobber mindre enn det den elles ville ha gjort og blir velferdsavhengig. For å redusere en slik avhengighet er det viktig at kommunen kommer med nye og effektive tiltak som øker overgangen fra sosialhjelp til jobb. Kommunetiltak som kan redusere effekten av de negativ påvirkende faktorer på arbeidstilknytningen, bør være spesifikk rettet mot den enkelte sosialhjelp-mottaker.
Økonomisk sosialhjelp skal være støtte for forsørgelse og hjelpe mottakeren til å bli selvhjulpen. Ordningen skal ikke tilføre mer nytte enn det nødvendige livsoppholdet. Elles kan det virke motiverende for mottakeren til å bli velferdsavhengig. This study investigated the public benefit receiver´s connection to work, factors influencing positive on their job situation and resulting in that one does not become dependent on public benefits.
The study is based on a panel data set from FD-Trygd which included two groups of public benefit recipients, one from 1995-2000 and the second one from 2008 to 2013. Using nonlinear ordinal and binary panel estimators, we estimated the parameters indicating connection with working. The calculations have been performed in STATA and SPSS.
Main Results of the analysis show that the size and length of receiving social assistance has a negative effect on work attachment. Other factors that have a greater negative effect on the work attachment, is to have a foreign background and especially belong to immigrant group 'Africa and Asia'.
Utility maximization theory shows that public benefit granted without the requirement, results in receiver working less than he otherwise would have done and become welfare dependent. To reduce such dependence, it is important that the municipality introduce new and effective measures to improve the transition from public benefit to work. Municipal measures to reduce the effect of the negative influencing factors at work affiliation, should be specifically targeted to the individual public benefit receiver.
Public benefits should be a support for basic needs and help the recipient to become self-reliant. The scheme shall not bring more benefit than the basic need. Otherwise it can motivate the recipient to become welfare dependent.
