dc.description.abstractDet overordnede målet for denne studien har vært å øke forståelsen for næringsutvikling i rurale innlandskommuner med utgangspunkt i gårdsbruket. Den historiske næringssammensetningen i rurale områder med primærproduksjon som viktigste inntektskilde endres fordi råvareproduksjonen har fått avtakende betydning for både lokal og nasjonal verdiskaping. I Norge er sysselsettingen i produksjonslandbruket redusert med 33 % fra 1999 til 2010 (Lien et al., 2012). Rural næringsutvikling påvirkes også av at stadig større områder blir berørt av arts- og områdevern. Fra 1975 til 2011 er vernet areal økt med 998 % (SSB, 2013). Områdevern påvirker gjerne tradisjonell gårdsdrift gjennom restriksjoner på uttak av tømmer og råvarer, mens det i en viss grad åpnes for næringsvirksomhet knyttet til opplevelsesturisme. Avhandlingen setter først og fremst søkelys på forutsetninger for utvikling av gårdsbasert turismevirksomhet og hvordan slik turisme kan bidra til lokal næringsutvikling. Det drøftes i hvilken grad og hvordan det gårdsbaserte turismetilbudet preges av tilbyders naturoppfatning og naturbrukspreferanser. Videre diskuteres rammebetingelser for å utvikle gårdsbasert turisme samt strategier for lokal næringsutvikling. Forskningsspørsmålene som søkes besvart er; (1) I hvilken grad samsvarer de gårdsbaserte turismetilbudene i undersøkelsesområdet med potensielle internasjonale turisters preferanse for slike turismetilbud? (2) Hvilken innvirkning har stedsbasert aktiviteter, lokale sosiale verdier og sosial forankring på gårdbrukerens entreprenørielle adferd? (3) I hvilken grad og på hvilke måter påvirker politiske prosesser og vedtak knyttet til arealbruk mulighetene for å drive næringsutvikling i verneområder eller i randsonen av verneområder? (4) Hvilke strategisk tiltak kan kommunen iverksette for å øke fritidboligbrukens betydning for verdiskaping i lokal naturbasert turisme? Forholdet til natur og sted synes å være særskilt viktig for gårdbrukerne i undersøkelsesområdet. Derfor undersøkes det hvordan bruk av natur er blitt integrert i lokal kultur og lokale livsformer, og hvilken betydning denne integrasjonen har for utviklingen av gårdsbasert turisme. For å få kunder til gårdsbasert turisme synes det også å være viktig at tilbyder har kunnskap om ulike turisters ønsker og behov samt kunnskap om deres forhold til natur og naturbruk. Derfor undersøkes tilbyders forståelse av potensielle gjesters naturoppfatning. Et annet spørsmål som tas opp i avhandlingen er hvordan kommunene kan legge til rette for ønsket næringsutvikling. Etablering av fritidsboligområder kan i første omgang være en betydelig inntektskilde for bønder som selger tomter. I neste omgang er fritidsboligeierne en potensiell brukergruppe av gårdsbasert turisme og andre lokalproduserte varer og tjenester. Jo mer tid fritidsboligeierne tilbringer i fritidsboligen, desto større etterspørsel etter varer og tjenester fra lokale tilbydere kan forventes. Studien bygger på dokumentstudier og forskningssamtaler med 13 samtalepartnere i kommunene Rollag, Sigdal og Nore og Uvdal. I tillegg er det benyttet web-fokusgrupper med 58 deltakere fra Norge, Sverige, Danmark og England for å undersøke om naturoppfatningen og naturbruken til mulige kunder av rurale naturbaserte turistprodukter samsvarer med tilbyderens naturbruk og naturoppfatning. I tillegg er det foretatt en kvantitativ undersøkelse av fritidsboligbruk og fritidsboligeierens handlevaner lokalt i Rollag, Sigdal og Hol kommuner. Denne studien er gjennomført ved hjelp av en postal undersøkelse til 3 753 respondenter.
dc.description.abstractThe overall objective of this study has been to increase the understanding of farm-based economic development in rural inland municipalities. The historical composition of business activity in rural areas where primary industry is the most important source of income is changing as the importance of raw material production in local and national economic development is decreasing. Employment in agricultural production in Norway has been reduced by 33 % from 1999 to 2010 (Lien et al., 2012). Rural economic development is also affected by the fact that increasingly larger areas are being protected. Protected areas have increased by 998 % from 1975 to 2011 (SSB, 2013). Increased land protection puts restrictions on traditional farming where natural resources are used for commercial purposes, while it opens up for business activity related to experience tourism to a certain degree. This thesis discusses how farm-based tourism is affected by the supplier’s understanding of nature and the preferences for use of nature as well as to which degree the offer is in accordance with the understanding and preferences of the potential tourist. Furthermore, conditions for farm-based tourism are discussed as well as strategies for local community economic development. The research questions to be answered are: 1) To what extent the offers from farm providers in the study area correspond to the potential international tourist’s preferences for such an offer? (2) In what way placebased activities, social values and social foundation influence the farmer’s entrepreneurial behavior? (3) To what degree and in what ways do political processes and decisions related to use of land, affect the possibilities of developing business activity in protected areas or in the outskirts of such areas? (4) What kind of strategic interventions may the municipal government implement in order to increase the second home importance to local value creation in connection with nature-based tourism? The relationship with nature and place seems to be particularly important for the farmers in the research field. Therefore, I investigate how use of nature has been integrated in local culture and local lifestyle, and the importance this may have for farm-based tourism development. In order to ensure a demand for farm-based tourism, it also requires the provider’s knowledge of the desires and needs of various customers and their relationship to nature is also presupposed. An important question is how the municipalities may lay the groundwork for the desired economic development. Establishing zones for Second Homes may initially represent a considerable source of income for farmers by selling or leasing land. In the next step, the Second Home owners may represent potential consumers of farm-based tourism and other local products and services. The more time Second Home owners spend at the recreational home, the larger demand for products and services from local providers may be expected. The study is based on document studies and research interviews with 13 respondents in the area including the municipalities of Rollag, Sigdal and Nore/Uvdal in the Buskerud County. In addition, focus groups on the web have been used, with 58 participants from Norway, Sweden, Denmark and England, in order to investigate the understanding of nature of those who could be potential customers of nature-based tourism products. The municipalities Rollag, Sigdal and Hol constitute the research area for the quantitative data collection, focusing on the Second Home owner’s use of the recreational home as well as on the quantity of purchases the Second Home owner has made in the local community. The investigation has been conducted through a postal survey with 3 753 respondents.
