Hvilke forutsetninger må være tilstede for å lykkes med Lean implementering i Seksjon Utredning, Vann – og avløpsetaten (VAV) i Oslo kommune?

Abstract

Formålet til denne masteroppgaven er å undersøke forutsetninger for Lean implementering i Seksjon Utredning i Vann- og Avløpsetaten. Jeg begynner med en beskrivelse av hvor teorien om Lean kommer fra. Deretter undersøker jeg dens anvendelse i offentlig sektor. Seksjon Utredning i Vann- og avløpsetaten i Oslo kommune blir brukt som case studie for undersøkelse av Lean implementering i offentlig sektor. Lean er en filosofi eller en form for systemtenkning med fokus på arbeidsprosesser og kontinuerlige forbedringer. Lean ble utviklet i produksjonsbedrifter men blir også anvendt i andre bransjer i stadig større grad, også offentlig sektor. Filosofien inneholder både prinsipper som skal følges og konkrete verktøy som kan anvendes. I en Lean kultur er fokus på god kommunikasjon, teamarbeid, eliminering av tidstyver og ineffektiv bruk av ressurser. Organisasjoner som praktiserer Lean i sin virksomhet skal i tillegg ha fokus på kundeverdi. Forskning viser at det finnes forskjeller mellom Lean implementering i produksjonsbedrifter og Lean implementering i offentlig sektor. Oppgavens problemstilling er: Hvilke forutsetninger må være tilstede for å lykkes med Lean implementering i Seksjon Utredning, Vann – og avløpsetaten (VAV) i Oslo kommune? For å besvare problemstillingen har jeg brukt en forklarende forskningsdesign og både kvalitativ og kvantitativ metode. Den praktiske delen av oppgaven inneholder en analyse av det styrende dokumentet for VAV utarbeidet av Byrådsavdelingen for miljø og samferdsel. Den inneholder også en spørreundersøkelse gjennomført blant alle ansatte i Seksjon Utredning og individuelle intervjuer med seksjonsleder og 4 ansatte i Seksjon Utredning Vann- og Avløpsetaten. Den teoretiske delen av oppgaven bygger på forskningsmateriale, bøker og tidsskrifter om Lean tematikken, samt eksempler på Lean implementering i kommuner i Norge og Danmark. Analysen av “Tildelingsbrevet 2016 for VAV” utarbeidet av Byrådsavdelingen for miljø og samferdsel viser at Byrådsavdelingen forventer at VAV skal legge vekt på å finne nye og smartere måter å utføre sitt arbeid. Utviklings- og effektiviseringsarbeid skal settes i gang i VAV og Lean metodikk skal være et virkemiddel som alle VAV virksomheter skal bruke for å sette kontinuerlige forbedringer i system. Spørreundersøkelsen gjennomført blant ansatte i Seksjon Utredning viser at de fleste ansatte er villig til å lære mer om Lean og implementere Lean. Individuelle intervjuer og samtaler med de ansatte viser at det finns arbeidsprosesser og arbeidsrutiner i Seksjon Utredning som bør forbedres. Analysen av det teoretiske materialet og den innsamlede empiri tyder på at implementering av Lean kan bli vellykket hvis implementeringsprosesser settes i gang i alle seksjoner i Avdeling Plan og Prosjekt samtidig. Utøvelse av en tydelig endringsledelse og involvering av alle ansatte i implementeringsprosessen er to andre viktige forutsetninger. For en vellykket Lean implementering anbefales det å etablere en gruppe som skal bestå av sertifiserte Lean navigatører.

The purpose of this thesis is to make research of the factors contributing to a successful implementation of Lean. The study begins with a presentation of a brief history of Lean describing where Lean takes its origin. Then I present a study of Lean implementation in public sector. The Agency for Water and Sewerage Works in Oslo Municipals is used as a case study to research the conditions for an effective implementation of Lean in the public sector. Lean is a philosophy and a form of system thinking with focus on working process and continuous improvements. Lean philosophy has been designed to be used in manufacturing companies but now it is more and more implemented in other industries, as well as in the public sector. Lean as a philosophy contains both principles which should be followed and a number of analytical tools which can be applied in practice. Customer’s value, good communication, teamwork, elimination of time thieves and ineffective use of resources are in focus within the Lean culture. Recent researches indicate that there are some differences between Lean implementation in manufacturing companies and Lean implementation in public sector. The research question in this rapport is: What are preconditions for a successful implementation of Lean in Section Analytics, Agency for Water and Sewerage Works in Oslo Municipals? To answer this question the explanatory research design is used as well as both quantitative and qualitative research methods. The practical part of this research is based on an analysis of the Regulatory Document which was issued by the Department of Environmental Affairs and Transport and submitted to the Agency for Water and Sewerage Works. Besides, a survey was conducted among the employees of the Section Analytics as well as individual interviews with Section Head and employees. The theoretical part of this research is based on research works and research rapports, scientific articles and books concerning the Lean and a number of practical examples about Lean implementation in different municipality in Norway and in Denmark. The Regulatory Document issued by the Department of Environmental Affairs and Transport requires Agency for Water and Sewerage Works to find new and more innovative ways to perform their working tasks. Agency for Water and Sewerage Works should be focusing on continuous improvements and efficiency of working process. To initiate the work aimed on continuous improvements the Lean philosophy should be implemented by all Sections in the Agency for Water and Sewerage Works. The survey conducted in the Section Analytics shows that majority of employees are willing to learn more about Lean and to implement Lean in the Section. Analysis of interviews shows that some process improvements are needed in the Section. Results of the theory analysis as well as practical findings indicate a number of preconditions for a successful implementation of Lean in the Section Analytics. Those preconditions are as follows – Lean implementation should be started in all Sections of the Department for Plan and Project. Transformational and motivational leadership styles as well as involvement of all employees in the implementation process are two other important prerequisites for a successful implementation of Lean. It is recommended to establish a Lean implementation unit which will consist of certified Lean navigators.
