Eiendomsutvikling rundt Lekevollkrysset og krysset Vestby nord

Abstract

Tema for oppgaven er eiendomsutvikling sett i sammenheng med utvidelsen av E6 og to av veiens kryss i Vestby og i Sarpsborg. Jeg har undersøkt hvilken effekt utvidelser av E6 har hatt for eiendomsutvikling i områdene rundt Lekevollkrysset i Sarpsborg kommune og krysset Vestby nord i Vestby kommune. Hovedproblemstilling for oppgaven er:

Hvordan har utvidelsen av E6 og veiens toplanskryss påvirket eiendomsutvikling i nærheten av krysset Vestby nord og Lekevollkrysset i Sarpsborg? Oppgaven har også to underproblemstillinger, og de er som følger: 1) Hvordan har kommunene bidratt til utvikling av områdene? 2) Hvordan har grunneierne bidratt til utvikling av områdene?

For å finne svar på problemstillingene har jeg intervjuet representanter fra både Sarpsborg og Vestby kommune og private utbyggere og grunneiere som på forskjellige måter har vært en del av utviklingen rundt de utvalgte kryssene. Oppgaven viser at effekten av utvidelsene på E6 og veiens kryss med tanke på eiendomsutvikling rundt kryssene varierer, og at lokale forhold og kommunenes egne planer for arealbruk er viktige faktorer i utviklingsarbeidet. Samtidig er private utbyggere og et godt samspill mellom utbygger og kommune helt avgjørende for at nye eiendomsprosjekter rundt kryssene skal kunne gjennomføres.

The topic of this master thesis is real estate development in the context of the enlargement of the E6 and two of the road's intersections in Vestby and Sarpsborg. I have studied the effect extensions of E6 have had for real estate development in areas around Lekevollkrysset in Sarpsborg minicipality and the Vestby north intersection in Vestby municipality. The main reasearch question for the thesis is:

How has the expansion of the E6 and the intersections of the road affected real estate development near the Vestby north intersection and Lekevollkrysset in Sarpsborg? The thesis also has two research sub-questions, and they are as follows: 1) How have the municipalities contributed to the development of the areas? 2) How has the landowners contributed to the development of the areas?

To find answers to these questions I have interviewed representatives from Sarpsborg and Vestby municipality and private developers and landowners who in different ways have been a part of the development around the selected intersections. The thesis shows that the effect of the extensions on E6 and the intersections of the road in terms of real estate development around the intersections varies, and that local conditions and the municipalities own plans for land use are important factors in the development. Meanwhile, private developers and good interaction between the developer and the municipality are essential for the new real estate projects around the crosses to be carried out.
