Destinasjon Tromsømarka : utforming av tilrettelagte, tilgjengelige og tiltrekkende destinasjoner i marka

Abstract

Tromsø kommune står ovenfor et omfattende planarbeid i en tid hvor byen er i sterk vekst. Det er mye optimisme forbundet til veksten, og fornyede diskusjoner om fortetting og byutvikling er bragt på bane. På byplanleggingnivå er diskusjoner om hvor fortettingen og utviklingen skal foregå arealmessig med hensyn til byens grøntarealer, et dagsaktuelt tema.

Tromsømarka er byens viktigste grøntarealer. På Tromsøya strekker markaområdene seg i retning nord-sør på midten av øya, og er verdifulle områder for bynær rekreasjon og friluftsliv. Samtidig fungerer Tromsømarka som grønn transportåre i en ellers bilbasert og terrengmessig utfordrende by. Forholdene for fotgjengere og syklister er ugunstige. Viktigheten, bevaring og videre utvikling av Tromsømarka er i fokus i flere av Tromsø kommunes prosjekter, og som del av visjonen om bærekraftig og fremtidsrettet byutvikling. Kommunen har som mål å tilrettelegge marka for rekreasjon, friluftsliv, fysisk aktivitet og miljøvennlig transportåre. Det kommunale arbeidet har resultert i mange gode gjennomførte og planlagte tiltak i Tromsømarka, og ført til økt bruk og positiv omtale av marka. Dette særlig blant aktive markabrukere.

Mens pågående diskusjoner om hvorvidt verdifulle markaområder skal benyttes til fortetting og byutvikling, og hvordan bedre tilrettelegge for helsefremmende fysisk aktivitet og miljøvennlig transport i marka, tar oppgaven en annen vinkling som ikke er synlig i dagens debatt om Tromsømarka. Det er i dag lite fokus på de inaktive brukerne av Tromsømarka, i oppgaven omtalt som “lavfrekvensbrukere”. Kategorien lavfrekvensbrukere består av de som ikke benytter marka, men som potensielt kan bli aktive markabrukere ved tilretteleggelse for lavterskelaktiviteter.

Problemstilling for oppgaven er: “Hvordan invitere til økt bruk av Tromsømarka ved å tilrettelegge for lavterskelaktiviteter som baseres på opplevelser av eksisterende naturkvaliteter i marka?”

For å besvare oppgavens problemstilling er det foretatt vurderinger av prosjekter og tiltak som berører Tromsømarka og dagens bruk av den. Videre som del av kunnskapsinnhenting og grunnlag for løsningsforslaget, er det benyttet brukermedvirkning som metode. Brukermedvirkningen besto av idéseminarer med tromsøværinger. I tillegg har det blitt gjort stedlige vurderinger i form av befaringer og stedsanalyser.

Løsningsforslaget er todelt; 1) Å skape sammenheng i Tromsømarka, og 2) Å skape tilrettelagte, tilgjengelige og tiltrekkende destinasjoner for lavterskelaktivitet i marka. Et oppgradert og tydeligere gangnett med hovedfokus på eksisterende hovedlysløype, er foreslått for å gjøre det mer attraktivt å ferdes i marka, samt å skape sammenheng mellom destinasjoner. Tre nye destinasjoner utformes og tilrettelegges med utgangspunkt i hvert enkelt steds spesielle naturkvalitet, med tydelig program for tilrettelagt og spennende bruk. Det legges i løsningsforslaget vekt på å tilrettelegge for muligheter for bruk som ikke finnes i Tromsømarka i dag.

Med innspill fra tromsøværingene selv, i kombinasjon med funn fra analyser og vurderinger, er løsningsforslaget et innspill til det videre arbeidet med hvordan Tromsømarka kan bli et mer inkluderende og attraktivt sted for et bredere spekter av brukere.

The municipality of Tromsø is facing a comprehensive process of planning as the city is rapidly growing. There is a lot of optimism associated with the growth, and renewed discussions concerning urban densification and development are in the heat. On governance level are discussions about whether densification and development should transpire on the account of the city’s green structures, a prevailing topic. The Norwegian term “marka” describes nature and forested areas that surround an urban city or town, and exist mostly for recreational purposes such as hiking, cross-country skiing, biking and camping. In Tromsø, Tromsømarka is the most important green areas in the city. On Tromsøya, the island where the city center and most of the population of Tromsø are, Tromsømarka stretches from north to south on the middle of the island. These green areas are valuable for reacreational pruposes and outdoors activities. Tromsømarka also functions as a green transport route in a city that is car-based and challenging topographically. The conditions for pedestrians and bicyclists are unfavorble. The importance, conservance, and further development of Tromsømarka is a focus area for several municipal projects, and is incoporated in the vision of sustainable and forward-looking city planning. The municipality of Tromsø has the goal of facilitating Tromsømarka for recreation, physical outdoors activities, and as environmentally friendly way of transport. The work by the municipality has resulted in many successful initiatives, both completed and under planning. The initiatives have led to both increased use and positive feedback of Tromsømarka, especially amongst the active users of the “marka”. While the ongoing discussions about whether valuable areas of Tromsømarka should befall to urban develoment, and how to better facilitate for health promoting physical activites and environmentally friendly way of transport, this thesis highlights an another issue that is less accounted for in the current debate about Tromsømarka. As of today, there is minimal focus on the potential inactive users of the “marka”, in this thesis referenced to as “low-frequent users”. The category of low-frequent users consist of those who do not take use of Tromsømarka, but potentially can be active users by the facilitating of low-threshold activities. The research question for the thesis is: “How to invite for increased use of Tromsømarka by facilitating for low-threshold activities that are based on experience of existing qualities in the nature of the “marka”? In order to answer the research question, projects and initiatives that have an impact on Tromsømarka, and the present use of the “marka”, have been evaluated. Furthermore, as part of gathering of knowledge, as well as to form a basis for the proposed suggestion for the thesis, participation as method has been used. Participation was implemented as workshops with locals in Tromsø. In addtion, site evaluation by visits to and analyses of sites, have been carried out. The proposed suggestion for the thesis is twofolded; 1) To better connect Tromsømarka, and 2) To implement facilitated, available and attractive destinations for low-threshold activities in Tromsømarka. An upgraded and clear network of walkways, with main focus on the existing main trail, is suggested to make traveling in the “marka” more favorable and to better connect destinations. Three new destinations, where design and facilitation are grounded in each site’s spesific quality of nature, are suggested. Each destination is facilitated with a clear program for activity and use that is not existing in Tromsømarka today. With the inputs from the locals in Tromsø, in combination with findings of analyses, the proposed suggestion for the thesis is a proposal in the further work of how Tromsømarka can be a more inclusive and attractive place for a larger range of users.
