Fortetting i Oslo : en analyse og redegjørelse av kommunens fortettingsstrategier

Sammendrag
Oslo står overfor en stor befolkningsvekst. All fremtidig byutvikling i Oslo skal skje innenfor dagens byggesone. Byggesonen avgrenses av Oslofjorden, markagrensen og Bærum, Nittedal, Lørenskog og Oppegård kommune. Den forventede befolkningsveksten skal derfor tas imot med fortetting.
I denne masteroppgaven undersøker jeg hvordan Oslo kommune har omtalt og brukt fortetting som strategi fra 1984 til 2015. Oppgaven tydeliggjør utfordringene Oslo kommune har knyttet til sine fortettingsstrategier og gir en oversikt over de overordnede fortettingsstrategiene de siste 32 årene. Analysene baseres på Oslos kommuneplaner fra 1984, 1991, 1996, 2000, 2004, 2008 og 2015. Fortettingsstrategiene Oslo har fulgt de siste 32 årene er utbygging i grøntområder, utvikling av tidligere havnearealer, utvikling av 12 innsatsområder, fortetting i småhusområder, fortetting i stasjonsnære områder, fortetting i indre by og knutepunktutvikling. De gjennomgående og konsistente strategiene er fortetting i småhusområder, fortetting i stasjonsnære områder, fortetting i indre by og knutepunktutvikling.
I oppgaven kommer jeg frem til at Oslos fortettingsstrategier har vært relativt konsistente på et overordnet nivå, mens det er mindre konsistens og sammenheng når det kommer til hvor områdene er lokalisert. I tillegg har kommuneplanene god teoretisk langsiktighet og forutsigbarhet, mens det ikke er tilfellet i praksis, da kommuneplanenes varighet kun er fire år. Oslo faces a major population growth. All future urban development in Oslo is supposed to be within the current building zone. The Building zone is defined by the Oslo fjord, the forest boundary and Bærum, Nittedal, Lørenskog and Oppegård municipality. The expected population growth will be based on densification.
In this thesis, I examine how Oslo has discussed and used densification as a strategy from 1984 to 2015. The thesis clarifies the challenges Oslo have with its densification strategies and provides an overview of the overall densification strategies over the last 32 years. The analyzes are based on Oslo’s master plans from 1984, 1991, 1996, 2000, 2004, 2008 and 2015. The densification strategies Oslo has had over the last 32 years is the development of green areas, development of former port areas, the development of 12 priority areas, densification in house areas, densification in areas close to stations, densification of the inner city and hub development. The thorough and consistent strategies are densification in house areas, densification in areas close to stations, densification of the inner city and hub development.
In the thesis, I reach the conclusion that Oslo’s densification strategies have been relatively consistent at an overall level, while there is less consistency and coherence when it comes to where the sites are located. In addition, the master plans have good theoretical longevity and predictability, while this is not the case in practice, because the master plan’s duration is only four years.
