Sammendrag
Bakgrunn: Innføringen av samhandlingsreformen i 2012 med folkehelseloven og lov om helse- og
omsorgstjenestene i kommunen har gitt nye krav til kommunene om å integrere folkehelse i planleggingen og å
vektlegge forebygging og helsefremming i større grad enn tidligere. Loven pålegger kommunene å lage et
skriftlig oversiktsarbeid for å kartlegge helsetilstanden og positive og negative påvirkningsfaktorer for helsen til
bruk i planlegging av mål, strategier og tiltak i kommuneplanen.
Hensikt: Formålet med oppgaven er å belyse i hvilken grad oversiktsdokumentet blir fulgt opp i kommunal
planlegging. Et omfattende kartleggingsarbeid er ofte ressurskrevende og det er derfor av stor betydning at dette
arbeidet resulterer i tiltak med betydning for folkehelsen.
Metode: Empirien er samlet inn gjennom en elektronisk spørreundersøkelse til alle kommuner i Norge våren
2014 og en kvalitativ oppfølging i to kommuner høsten 2015, hvor det er foretatt en innholdsanalyse av
oversiktsdokumentet og plandokumentene i kommunene.
Resultat: Empirien fra begge undersøkelsene viser at kommunene har kommet godt i gang med å utarbeide et
oversiktsdokument og med å integrere folkehelse i plandokumentene etter innføringen av
samhandlingsreformen, men det mangler fortsatt endel på systematikken i dette arbeidet og på konkrete og
relevante mål og tiltak. Background: The introduction of The Coordination Reform (Samhandlingsreformen) in 2012 with The Public
Health Act (Folkehelseloven) and The Health and Care Act in the Community (Lov om helse- og
omsorgstjenestene i kommunen) has given municipalities new demands for the integration of public health in
their planning, and in emphasizing prevention and health promotion to a greater extent than previously. The laws
require local authorities to make a written overview charting the health situation and positive and negative
factors affecting health, for use in the planning of objectives, strategies and measures in municipal planning
documents.
Purpose: The purpose of the study was to examine to what extent the overview document was implemented in
municipal planning. Extensive survey work is often resource intensive, and it is therefore vital that these efforts
result in measures with significance for public health.
Method: The data was collected through an online questionnaire to all municipalities in Norway in the spring of
2014, and a qualitative follow-up study in two municipalities in the autumn of 2015, where a content analysis of
the overview document and planning documents in the municipalities was conducted.
Result: The data from both studies shows that municipalities have made good progress in preparing an overview
document and in integrating public health in planning documents after the introduction of The Coordination
Reform, but there are still shortcomings in how systematically this work is performed, and to what degree goals
and measures are formulated in a concrete and relevant fashion.
