dc.description.abstractMed denne masteroppgaven ønsker vi å svare på følgende spørsmål: Hvordan kan utforming og medvirkning brukes som metode for å oppnå god stedsutvikling på Kjeller flyplass? I dag er Oslo en av de raskest voksende byregionene i Europa. Lillestrøm i Skedsmo kommune er en av byene i regionen som kommer til å ta en stor del av den kommende veksten. Kjeller flyplass ligger mellom Lillestrøm og Kjeller og er i dag en militær flyplass. Høsten 2015 ble det bestemt at flyplassen skal legges ned når F-16-flyene fases ut innen 2023. Dette åpner opp en mulighet for stedsutvikling på området. Sterk befolkningsvekst skaper en interessekonflikt mellom behovet for fortetting og behovet for å bevare naturlige områder innenfor byggegrensen. Dette krever økt fokus på grønnstrukturplanlegging. En utfordring er at måten vi tenker grønnstruktur på i dag ikke åpner opp for offentlige initiativer. Dette kan føre til at områder i grønnstrukturen i dag oppleves som passive og monofunksjonelle. Et handlingsrom for å få inn nye initiativer er å benytte seg av et verktøy som tilbys av Plan- og bygningsloven av 2008 som tilrettlegger for medvirkning, nemlig planprogrammet. En utfordring er at det mangler verktøy for å måle ulike forhold i en medvirkningsprosess. Dette gjør det vanskeligere å drive meningsfylt og målrettet medvirkning. For å drive målrettet medvirkning i vår oppgave har vi utviklet biofiliastigen, som måler forholdet mennesker har til naturen og hvilke typer nærnatur som trengs for å oppnå alle stegene i stigen. Biofiliastigen er basert på teorien om økologisk demokrati og biofilia. Det er gjennomført en todelt analyse. I den fysiske stedsanalysen ble de fysiske forholdene kartlagt. Resultatet avdekket en manglende type nærnatur; den produktive parken. Dette ledet oss til en hypotese om at befolkningen i området mangler noen nivåer av forhold til naturen. Denne hypotesen ble testet i del to av analysen gjennom en medvirkningsprosess med klasse 9A ved Kjellervolla skole. Medvirkningsprosessen informerte oss om flere steder i nærområdet som er kjære for elevene og om hvordan de bruker området. Resultatene viste også en manglende følelse av nytte av naturen og en manglende følelse av tilhørighet gjennom naturen. Hypotesen vår ble bekreftet. På bakgrunn av resultatet fra analysedelen er det utviklet et konsept - Kjeller Kunnskapspark. Dette innebærer at man under utviklingen av en ny bydel på flyplassområdet holder av store arealer til grønnstruktur for rekreasjon, produksjon og læring. Utbygging begrenses til eksisterende infrastruktur. Deretter gjennomføres to hovedgrep. Det ene handler om å knytte to kjære landskap, Nitelva og Leira. Dette gjøres gjennom reetablering av historisk våtmark og produktiv skog. Det andre grepet er å knytte Lillestrøm og Kjeller gjennom Kunnskapsløkka, en gang- og sykkelvennlig forbindelse som forener de formelle kunnskapsareanene i de to tettstedene gjennom Kunnskapsparken. Gjennom denne oppgaven fant vi at et fysisk rammeverk, som et resultat av en aktiv og målrettet medvirkningsprosess kan legge et godt grunnlag for stedsutvikling på Kjeller Flyplass. I oppgaven peker vi på et behov for å utvikle nye verktøy for å måle ulike forhold i en medvirkningsprosess, samt å vise et eksempel på et slikt verktøy gjennom biofiliastigen. Dette vil gjøre det enklere å utarbeide hypoteser og drive målrettet medvirkning hvor resultatet kan informere utformingen. Vi har ikke hatt tilstrekkelig med tid til å vise en fullstendig meningsfull medvirkningsprosess, men tror at dette eksempelet kan brukes av norske kommuner for å løse de komplekse utfordringene knyttet til stedsutvikling, Da må både medvirkningsstigen og biofiliastigen toppes. Slik vil innbyggerne kunne føle den forståelsen for, ansvaret overfor og omsorg for naturen som kreves for å ta et steg i en bærekraftig retning, både som individ og samfunn.nb_NO
dc.description.abstractOur research question for this thesis is: How can design and participation be used as methods to achieve good community development at Kjeller airport? Today Oslo is one of the fastest growing urban regions in Europe. Lillestrøm in Skedsmo municipality is one of the towns in the region that is going to take a large share of this growth. Kjeller airport is located between Lillestrøm and Kjeller and is a military airport today. In 2015 it was decided that the airport will be shut down when the F-16 aircraft is phased out by 2023. This gives an opportunity for local development in the area. Rapid population growth creates a conflict between the need for densification and the need to preserve natural areas within the building zone. This requires new focus on green structure planning. The way we think about green structures today does not open up for public initiatives. This can cause some areas within the green structure to be perceived as passive and monofunctional. One opportunity to get new initiatives into the green structure areas is to use the tools provided by the Planning and Building Act of 2008, which facilitates participation. One challenge is the lack of tools to measure various conditions in a participatory process. To conduct targeted participation in our thesis project, we have developed a tool, the biophilia ladder, to measure the relationship people have with nature and the types of greens needed to climb all the steps of the ladder. The biophilia ladder is based on the theory of ecological democracy and the notion of biophilia. It has been carried out an analysis in two parts. The physical analysis revealed the lack of one type of nature within the city; the productive park. This led us to the hypothesis that the population in the area lacks some level of relationship with nature. This hypothesis was tested in the second part of the analysis through a participatory process with the class 9A at Kjellevolla primary school. The participation process informed us about several places nearby that are sacred to the students and how they use the area. The results also showed a lack of sense of the benefit of nature and a lack of sense of belonging through nature. Hypothesis was confirmed. Based on the results of the analysis, a concept was developed - Kjeller Kunnskapspark (Kjeller Knowledge park). This means that during the development of a new district at the airport site, a large share of green space should be preserved as green structure for recreation, production and learning. Building should be limited to existing infrastructure. Thereafter two main strategies were developed. One strategy aim at linking two sacred landscapes, Nitelva and Leira. This is done through reestablishing historic wetlands and productive forest. The second strategy is about linking Lillestrøm and Kjeller through Kunnskapsløkka (Knowledge path) which is a pedestrian and bicycle friendly connection that unites all the formal knowledge arenas in the two communities through Kunnskapsparken. Through this work we found that a solid physical framework, as a result of an active and purposeful participation process can lay a good foundation for local development at Kjeller Airport. In this thesis we point at a need to develop new tools to measure various conditions in a participatory process, and show and example through the biophilia ladder. This will make it easier to make hypotheses and implement active participation where results can inform the design. We did not have an sufficient amount of time to do the most meaningful participation, but we believe that this thesis shows an example of how norwegian municipalities can solve the complex challenges tied to local development, if both the participation ladder and the biophilia ladder is completed. In this way citizens will be able to understand, feel the responsibility and care for nature required to take a step in a sustainable direction, both as an individuals and as society.nb_NO
