Lokalt engasjement som drivkraft i stedsutvikling. Mobilisering av lokale ressurser i Landsbyen Flisa

Abstract

I Norge har det i over 30 år blitt satset på stedsutvikling, og en lang rekke programmer og prosjekter har blitt gjennomført. Landsbyen Flisa er et stedsutviklingsprosjekt i Åsnes kommune, med prosjektperiode fra 2012 til 2015. Selv om svært mange har hatt muligheten til å medvirke i prosessen med å utforme fremtidens Flisa, er det mange som ikke har benyttet seg av muligheten. Hvordan kan lokalt engasjement bidra i utviklingen av fremtidens Flisa? Denne oppgaven forklarer hvordan lokalt engasjement er grunnlaget for vellykket stedsutvikling, og ser på hvordan aktiv medvirkning fra innbyggerne kan bidra til utviklingen. Oppgaven presenterer en stedsanalyse av Flisa og grendene i Åsnes kommune. Det er benyttet en kombinasjon av metodene sosiokulturell stedsanalyse og landskapsressursanalyse for å identifisere kvaliteter ved og ønsker for ulike områder. Det er også definert karakterområder som danner en felles arena for tiltak og samarbeid. Videre presenteres strategier og tiltak som bygger på lokalt engasjement, og som kan stimulere til økt aktivitet, trivsel og sosialt fellesskap på Flisa. Oppgaven viser hvordan flere innbyggere kan bli engasjert og involvert i stedsutvikling gjennom bruk av medvirkningsmetoder hvor befolkningen har reell direkte innflytelse.

For more than thirty years, community development has been an area of priority in Norway, and many programs and projects have been conducted. Landsbyen Flisa (The Village of Flisa) is a community development project in the municipality of Åsnes, with a project period from 2012 to 2015. Although citizens were given the opportunity to participate in the process of creating the new Flisa, many citizens chose not to utilise this opportunity. How can community participation contribute in the development of the future of Flisa? This thesis explains how community participation is the basis of succesful community development, and investigates how active participation from citizens contributes in the community development process. This thesis presents a place analysis of Flisa and the surrounding hamlets in the municipality of Åsnes. A combination of the methods sociocultural place analysis and landscape resource analysis is used to identify place specific qualities and the desires of citizens. In addition, character areas are defined to create a common framework for measures and cooperation. Based on the analysis, this thesis presents strategies and measures based on public participation, which can increase activity, well-being and sense of community in Flisa. This thesis demonstrates how more citizens can participate and engage in community development through the use of participation methods where the citizens are empowered.
