Sammendrag
Oppgaven tar for seg to sammenvevde problemstillinger. Den ene er hvordan
kommunene legger til rette for næringsutvikling, mens den andre er hva næringslivet selv
er opptatt av når det gjelder næringsutvikling i kommunene.
For å svare på problemstillingen er det brukt et casestudie av tre kommuner rundt
Oslo; Asker, Skedsmo og Ski. Det er lagt særlig vekt på å studere kommunenes
kommuneplaner de siste 20 år (1995 – 2015). I tillegg er det gjennomført intervjuer av
offentlige ansatte og private aktører. Deltagelse på konferanser, befaringer i de aktuelle
kommunene, datainnsamling og studier av generelle planer og strategier i Oslo-området,
har vært viktige elementer i arbeidet.
Funnene i analysen viser at kommunenes tilrettelegging for næringsutvikling hovedsakelig
er basert på nasjonale trender, regional infrastruktur, kommunenes egne mål,
strategier og kommuneøkonomien. Næringslivet fokuserer på demografi, kompetanse,
tilgjengelighet, kommunikasjon, forutsigbarhet og langsiktighet i kommuneplanleggingen. The master thesis is focused on two interconnected themes. One is how municipalities
prepare for business development. The second is the concerns of business people
themselves in relation to business development in the chosen municipalities.
To answer the questions involved, I have worked on a case study of three municipalities
in the Oslo area; Asker, Skedsmo and Ski. The greatest emphasis is on studies of each
municipality’s municipal master plan for the last 20 years (1995 – 2015). In addition,
interviews of public servants and private entrepreneurs have been carried out. Important
elements in the work include participation in conferences, surveys in the specific
municipalities, collection of data and studies of general plans and strategies for the Oslo
area.
The finds in the analysis demonstrate that the way the chosen municipalities prepare
for business development is based on national trends, regional infrastructure, and each
municipality’s own aims, strategies and financial situation. The business community
focuses on demography, competence, accessibility, communication, predictability and
long-term planning.
