Vangsvegen - en attraktiv innfartsåre? : gateplanlegging i et byutviklingsperspektiv

Abstract

Den raske befolkningsveksten i byområdene og klimaendringer som et faktum, gjør at vi står ovenfor nye utfordringer i by- og transportutviklingen, men det gjør det også mulig å skape en mer konsentrert byutvikling og bidra til mer miljøvennlig transport. De siste årene har veg- og gateplanleggingen i Norge gått gjennom en prosess hvor det er satt spørsmål ved bærekraften til de gamle planleggingsprinsippene og utviklingen frem til i dag. Bilen har vært det sentrale premiss for utforming av byer og tettsteder. Med større fokus på miljøet, sammenhengen mellom areal- og transportbehov, og større vekt på menneskenes behov, har måten vi planlegger våre byer begynt å endre seg. Også i de statlige bestemmelsene står det at veksten i persontransport i våre byer ikke skal tas opp i flere biler på bredere veger, men med kollektivtransport, sykkel og gange. Vangsvegen er hovedinnfartsåren til Hamar. Vegen har en sentral rolle i transportavviklingen i Hamar, og ivaretar hovedtrafikkstrømmen med atkomst fra E6. På strekningen er det i dag avviklingsproblemer i rushtiden, med til tider store forsinkelser for biltrafikken. Det er et ønske om at denne vegen skal utvikles som en del av byen, og kommunen viser stor interesse for denne planleggingen. Det er viktig at kommunen sikrer en helhetlig og god utforming av strekingen. Vangsvegen har et stort potensiale til å være mer enn en transportåre, og har gode muligheter for å endres fra å være en barriere til å bli en byutvikler. Gjennom registrering og analyser av Vangsvegen har jeg avdekket en rekke kvaliteter og utfordringer. Disse er det viktig å ta hensyn til for å styrke og løse i den videre utviklingen av Vangsvegen og knytte vegen til Hamar sentrum. Kartlagte kvaliteter er en by med korte avstander og en veg med stort potensiale for utvikling, men med utfordringer som høy grad av bilbasert infrastruktur og manglende kvalitet på gang- og sykkelforbindelser. Oppgaven tar opp ulike kriterier for hva som gjør gater til gode gater å oppholde seg i, og hvordan det sosiale aspektet kan forenes med høy trafikk.

Because of the rapid population growth in urban areas and convincing climate changes, we are facing new challenges in the development of cities and transport. Additionally, this makes it possible to create a more concentrated city development and it contributes towards transport that is more environmentally sound. In recent years, the road and street planning in Norway has gone through a process where the sustainability of the old planning principles and the development up until now has been questioned. The car has been the central premise for the design of cities and towns. With a greater focus on the environment, the coherence between the needs for area and transport, and a greater emphasis on human needs, this have led to a change in the way we plan our cities. In addition, the government regulations state that the growth in the transport of people in our cities should not be addressed by more cars on wider roads, but through public transport, cycling and walking. Vangsvegen is considered as the main road and access to Hamar. This road has a central role in the arrangements of transport in Hamar and ensures the main stream of traffic with access from E6. Today, the distance is characterised by the challenge of getting people that drive cars through during peak hours, which at times result in significant delays. There is a wish that this road is going to be developed as a part of the city and the municipalities are showing great interest in this planning. It is important that the municipality ensures a comprehensive and good design of this section of the road. Vangsvegen has great potential to be more than a road for transport and has good opportunities to change from being a barrier to becoming a factor in the development of the city. Through recording and analysing Vangsvegen I have uncovered a number of qualities and challenges. These are important to consider, when an aim is to strengthen and resolve the further development of Vangsvegen and linking the road to Hamar city centre. The identified qualities are a city of short distances and a road with great potential for development, and on the other hand challenges such as high levels of car-based infrastructure and a lack of quality when it comes to pedestrian and bicycle connections. This thesis discusses different criteria that make streets a good place to be and how the social aspect may be associated with high traffic.
