Dagens utvikling av norske byer drives i større grad enn tidligere av private utbyggere. Flere hevder også at det er prosjektene som styrer planlegging og ikke motsatt. Dette burde være alarmerende i form av at planlegging i mindre grad enn før er styringsverktøy for utbyggingsmønstrene. Markedsstyringen kan sies å ha økt påvirkning for hvordan norske byer utvikler seg.
Denne oppgaven forsøker å belyse hvilken rolle overordnet arealplanlegging har i dagens byutvikling. På hvilke styringsnivå foregår denne planleggingen og i hvilken målestokk utspiller drivkreftene seg? Oppgaven vil også belyse hvordan samhandlingen mellom private aktører og offentlige myndigheter organiseres innenfor rammene av overordnet arealplanlegging.
De private aktørene har relativt bestemte handlingsmåter og vil i stor grad operere i forhold til hvor de finner de mest gunstige markedsbetingelsene. Dermed kan det sies at utviklingen av norske byer i dag i mindre grad styres av overordnet arealplanlegging og i økende grad av bedriftsøkonomiske hensyn. Dette kan innebære at styringen av byutviklingen burde ses i et helhetlig og integrert perspektiv i tråd med europeisk idealer for utvikling av bærekraftige storbyregioner.

Summary
Today's development of Norwegian cities is driven to a greater extent than previously by private developers. Several also claims that the projects controls planning and not the opposite. This should be alarming in the way that planning to a lesser extent than before is a management tool for development patterns. Market management can be said to have increased influence on how Norwegian cities develop.
This thesis attempts to shed light on the role of overall land use planning, in today's urban development. At what level of government is planning taking place and at what scale are the forces unfolding? The thesis will also illustrate how the interaction between private operators and public authorities are organized within the framework of the overall land use planning.
The private developers have relatively specific action of ways and will largely operate in relation to where they can find the most favorable market conditions. Thus it can be said that the development of Norwegian cities today less controlled by the overall land use planning and increasingly by commercial considerations. This may involve that management of urban development should be seen in a holistic and integrated perspective in line with European ideals for the development of sustainable urban regions.
