Place based development has received increasing attention during the last decades. The benefits of comprehensive and targeted planning has been highlighted through numerous projects. This paper will investigate how a small town should proceed in such a process as place based development is. Trofors is a small town located along E6 in the Helgeland-region, south in Nordland county. Norwegian Public Roads Administration is currently working on a reorganization of the E6-route in this area. The new E6 will be placed on the opposite side of the valley, and the road will run fully outside of the town. This presents huge challenges for Trofors given the large consequenses regarding access to the town, traffic patterns within the town itself and land use. But it also represents unprecedented opportunities in terms of a new start for place based development in Trofors. This paper examines the conditions for development within Trofors. It will also point to possible solutions for developing Trofors into an attractive town. The opportunities are assessed against policy objectives and guiding principles, theories regarding development of attractive places and the local population’s own wishes for development of their town. The thesis concludes with the presentation of two sketchlike plan proposals and a recommendation of what steps will be important for Trofors in the process ahead.no_NO
