Kartlegging av metoder for kommunal eiendomsdrift og forvaltning

Abstract

Oppgaven tar for seg kommuners forhold til forvaltning, drift og vedlikehold av egne bygninger. Jeg har sett på de ulike rollene kommunene har som eier, bruker og forvalter av kommunale bygninger. Jeg har også belyst plan- og bygningslovens krav til bygninger hvor kommunen spiller en aktiv rolle som tilsynsorgan, så vel som en stor eiendomsbesitter. Jeg har også, med utgangspunkt i kartleggingsrapporter sett nærmere på tilstanden til kommunale bygninger. Jevnt over ansees disse bygningene for å være i dårlig forfatning og jeg har gjennom litteratur forsøkt å kartlegge hvorfor det er blitt som det er blitt.

Videre har jeg gjennom kvalitative intervjuer tatt for meg fire kommuners metoder for forvaltning, drift og vedlikehold av egen bygningsmasse hvor jeg har belyst metodene de benytter. Flere av kommunene benytter seg av ulike datasystemer for oppfølgning og gjennomføring av ulike typer tilsyn, drifts og vedlikeholdsprosjekter. Jeg har derfor tatt for meg de ulike systemtypene kommunene benytter seg av og vist forskjeller og ulikheter mellom de ulike systemplattformene. The thesis deals with municipal authorities relations to management, operation and maintenance of their buildings. I've looked at the various roles local authorities have as an owner, user and administrator of the municipal buildings. I have also discussed the law requirements for buildings where the municipality plays an active role as a supervisor, as well as a large landowner.

Based on survey reports I’ve looked at, the condition of municipal buildings generally regarded these buildings to be in poor condition and I have through litterateur tried to identify why it has become the way it is.

I have through qualitative interviews taken four municipalities methods of management, operation and maintenance of their buildings where I have discussed the methods they use. Several municipalities make use of various computer systems for monitoring and implementation of various types of supervision, operation and maintenance projects. I have therefore looked at the different types of software they use of local government and shown the differences and inequalities between the various system platforms.
